At the time of making application for water services to be provided
by the city, a deposit shall be made with the city as follows:
(1) A meter
deposit of fifty dollars ($50.00) shall be made on all owner-occupied
residential buildings.
(2) Meter
deposits for all rental or nonresidential customers shall be seventy-five
dollars ($75.00) or an amount equal to two (2) months’ billing,
whichever is greater, based on historical averages for similarly sized
and/or occupied residences or buildings.
(3) Meter
deposits, less any applicable charges, shall be refunded to the customers
upon permanent discontinuation of service or sooner if the following
conditions are met:
(A) The
account has paid “on-time” for a minimum of twenty-four
(24) consecutive months; or
(B) The
account has been paid “on-time” for a minimum of twelve
(12) consecutive months; and
(C) The
account is enrolled in the city’s ACH (“auto-debit”)
program.
“On time” is defined as being post-marked, in the
case of a mailed payment, or paid in person, or paid by a customer’s
financial institution where a customer is enrolled in the city’s
ACH program, not later than the 10th of any corresponding month for
which payment is due.
(4) In the
event of cut-off for nonpayment, meter deposits will be applied to
any outstanding amount owed. Accounts that have been cut off for nonpayment
will be treated as new accounts upon reinstatement of services.

All accounts not paid in full by the due date shall be charged
a twenty-five dollar ($25.00) administrative fee.

Hereafter the rates charged for electric service furnished by
the electric light system of the city shall be as follows:
(1) Residential
service.
The monthly bill shall be the sum of the service
charge and the distribution charge. The minimum monthly bill shall
be the service charge.
(A) Rate for residential service - urban.
Customers living
within the corporate limits of the city who qualify for the residential
service rate will be charged for service as follows:
(i) Monthly service charge will be $8.00.
(ii) The distribution charge will be $0.0251 per kWh.
(B) Rate for residential service - rural.
Customers living
without [outside] the corporate limits of the city who qualify for
the residential service rate will be charged for service as follows:
(i) Monthly service charge will be $10.00.
(ii) The distribution charge will be $0.0311 per kWh.
(2) Small
general service.
Basic small lighting and power customers
defined as those using less than 20,000 Kwh per month on average will
be served under the following rate schedule. The monthly bill shall
be the sum of the service charge and the distribution charge. The
minimum monthly bill shall be the service charge.
(A) Rate for small general service - urban.
Customers living
within the corporate limits of the city who qualify for the small
general service rate will be charged for service as follows:
(i) Monthly service charge will be $9.00.
(ii) The distribution charge will be $0.0351 per kWh.
(B) Rate for small general service - rural.
Customers living
without [outside] the corporate limits of the city who qualify for
the small general service rate will be charged for service as follows:
(i) Monthly service charge will be $11.00.
(ii) The distribution charge will be $0.0411 per kWh.
(3) Rate
for large general service.
(A) Rate for large general service.
Large lighting and power
customers defined as those using more than 20,000 kWh per month on
average will be served under the following rate schedule. The monthly
bill shall be the sum of the service charge and the distribution charge.
The minimum monthly bill shall be the service charge.
(i) Monthly service charge will be $18.00.
(ii) Urban (inside city limits): The distribution charge will be $0.03
per kWh.
(iii) Rural (outside city limits): The distribution charge will be $0.0351
per kWh.
(4) Municipal
service.
(A) Applicability.
For service for municipal purposes which
are essential services rendered citywide and which are financed wholly
from city funds. Examples are water pumping, sewer pumping, municipal
building lighting and power, street lighting, etc. This rate is not
available for any purpose for which the city receives specific reimbursement,
either partial or total.
(B) Monthly rate.
$0.0217 per KWH for all KWH.
(C) Minimum monthly bill.
Monthly rate plus the sum of all
applicable rate adjustments.
(5) Application
of power cost recovery factor (PCRF).
Bills calculated
under the above rates are subject to the application of a power cost
recovery factor (PCRF). The PCRF per kilowatt-hour shall be adjusted
upward or downward each month by the city manager in accordance with
the Lower Colorado River Authority (LCRA) billing to the city for
wholesale power generation and transmission. Any surcharges billed
to the city by LCRA will be prorated and added to customers’
bills.
(6) Mercury
vapor lighting service.
(A) Applicability.
To single phase service to outdoor lighting
fixtures and related wiring for lighting of parks, driveways, yards
and other areas. Service shall extend from one-half hour after sunset
until one-half hour before sunrise, each night of the year, approximately
four thousand (4,000) hours of service per year.
(B) Availability.
In the area served by the electric system
of the city where suitable facilities exist.
(C) Rate.
The customer will be billed a one-time fee of
$100.00 per installation. The monthly rental fee shall be $14.00 per
installation.
(D) Special conditions.
The city will furnish, operate and
maintain the lighting system. Service at locations where existing
city-owned poles and facilities are not available will be made at
the discretion of the city.
(i) The cost of repairing facilities damaged by acts of vandalism shall
be billed to the customer.
(ii) The city shall, at request of the customer, relocate or change existing
equipment. The customer shall reimburse the city for such changes
at actual cost, including appropriate overhead.
(7) Special
conditions.
(A) Bills
calculated under the above rates are subject to the application of
the power cost recovery factor.
(B) Any
bill rendered for service shall be calculated on metered consumption
or estimated consumption on the basis of valid assumptions.
(C) Service
rendered under this schedule is subject to the city’s rules
and regulations as prescribed by ordinance in effect from time to
time.

The fee for testing a residential electric meter is thirty-five
dollars ($35.00). The fee for testing a water meter is thirty-five
dollars ($35.00). A commercial account will be charged the actual
cost associated with testing the meter.

There will be a fee charged to the owner or occupier of property
on the utility bill of the owner or occupier for chipping of tree
limbs or rubbish. The fee shall be $15.00 for up to 15 minutes worth
of chipping, and $15.00 for each additional fifteen minutes, or portion
of fifteen minutes, that the city’s crew spends in chipping
the tree limbs and/or rubbish.
