(a) 
The state law on junked or abandoned motor vehicles shall mean V.T.C.A., Transportation Code section 683.001 et seq., and any changes to such law.
(b) 
All provisions of the state law on junked or abandoned motor vehicles, V.T.C.A., Transportation Code section 683.001 et seq., governing abandoned or junked vehicles, are expressly incorporated into this section and adopted.

Abandoned or junked motor vehicles which are located in any place where they are visible from a public place or public right-of-way are detrimental to the safety and welfare of the general public, tend to reduce the value of private property, invite vandalism, create a fire hazard, constitute an attractive nuisance, create a hazard to the health and safety of minors, and are detrimental to the economic welfare of the city by producing urban blight which is adverse to the maintenance and continuing development of the municipalities of the state, and such violations are therefore declared to be a nuisance.

It shall be unlawful for any individual, company or corporation to leave or permit to remain upon public or private property within the city any abandoned or junked motor vehicle or parts or portions as provided in V.T.C.A., Transportation Code section 683.001 et seq.

The administration of this article shall be by a regular, salaried, full-time employee of the city, except that the removal of abandoned or junked motor vehicles or parts from property may be by any other duly authorized person.
