(a) 
There is hereby established a monthly charge, based upon water usage, for sanitary sewer service furnished by the city.
(b) 
The following sanitary sewer service charges shall apply only to water consumption measured by any city water meter (commercial and residential) serving a building located within the city limits:
Residential and Commercial
First 3,000 gallons (Residential)
$25.00 (minimum)

$30.00 (minimum)
Next 17,000 gallons
$3.85 per 1,000 gallons
Next 15,000 gallons
$4.25 per 1,000 gallons
Over 35,000 gallons
$4.85 per 1,000 gallons
(c) 
Residential billings shall pay a monthly bill and charge which shall be based on the water used or consumed for one month’s use as averaged for the January and February billings. The monthly basis of water used, being the average of January (mid December to mid January consumption) and February (mid January to mid February consumption) use, shall be determined each year and shall remain the basis for the above charges for such user for each month of the ensuing year, beginning with the October 31, 2022 billing which is for October usage.
(d) 
The minimum charge for new residential accounts will be calculated at 5,000 gallons per month until the averaging process begins.
(e) 
Commercial billings shall pay a monthly bill and charge which shall be based on the water used or consumed monthly.
(f) 
In the event bills are not paid on or before ten (10) days after the date of issuance, there shall be charged and collected in addition to the monthly charge a penalty of five percent of the amount owing on the bill for late payment.

All applications for sewer service made by a customer not the owner of the premises to be served must be accompanied by a deposit in the amount on file in the city secretary’s office to ensure full payment of any sewer charges incurred by such customer. Upon any subsequent request to discontinue sewer service by a customer who has made such deposit, such deposit shall be returned and paid to such customer, in full, by the sewer department, providing all bills or charges for sewer service have been paid by such customer. If there are any unpaid charges owed by such customer which are not paid, the sewer department shall withhold and retain from such deposit, as payment for such charges, the amount of the charges owing, and pay the balance, if any, of such deposit to the customer.

For sewer service to property outside the limits of the city, where there is no existing contract with the city precluding the application of charges established by this article, the charges to be made by the city for such service shall be as on file in the city secretary’s office.
