A.
Prohibited parking on certain lands; River Front Park.
(1)
It shall be unlawful for any person to operate a vehicle upon, or to park or leave standing any vehicle on, lands owned by or under the control of another, whether such lands are public or private, except as may be specifically permitted by the person owning or controlling said lands, after notice has been posted by the owner or other person in control of such lands prohibiting such parking upon or other operation of a motor vehicle on said lands. Nothing herein contained shall apply to any lands lying within the bounds of any public street or highway.
(2)
There shall be a two-hour parking limit for any vehicle parked in the River Front Park, south side parking lot, spanning from Outwater Lane to the border of the City of Garfield and Elmwood Park. The City Manager shall have the authority to issue a revocable permit to park beyond this two-hour limit upon application to the City Manager for good cause. The issuance of such a permit and the revocation thereof shall be at the sole discretion of the City Manager.
B.
Parking prohibited; residential properties.
(1)
Parking of all motor vehicles on lots containing residential dwellings, including multifamily dwellings and garden apartments, shall be on designated paved surfaces. Parking in a yard, as defined in § 341-2, is strictly prohibited.
(2)
Motor vehicles parked in the front yard, as defined in § 341-2, shall not be permitted nearer than five feet to the right-of-way line of the street.
(3)
No person shall park a vehicle for longer than two hours upon any of the following streets or portions thereof as specified:

Notwithstanding Subsection B(3) the 2-hour parking prohibition on Palisade Avenue shall not apply to residents or business owners whose business is on any street or portion thereof upon which parking is restricted on Palisade Avenue who have obtained a parking permit. In the case of a business owner, a maximum of two parking permits will be issued.
(5)
No person shall park a vehicle on the north side of Semel Avenue between the hours of 8:00 A.M. to 6:00 P.M., Monday through Friday, between Prospect Street and Palisade Avenue.
C.
Parking prohibited: City Parks.
(1)
No person shall park, stand, or leave unattended any vehicle within the boundaries of any City park, including park parking lots, during closure hours, unless otherwise posted or authorized pursuant to Subsection C.
(2)
Parking is permitted only for the duration of park use; vehicles left unattended or for purposes other than park use may be subject to fines or towing.
(3)
This prohibition shall not apply to:
(a)
Authorized City vehicles in the performance of official duties;
(b)
Emergency vehicles responding to an emergency;
(c)
Vehicles operated by City contractors or utility services with written or verbal authorization;
(d)
Vehicles expressly permitted by a special event permit, written authorization, or posted signage.
D.
Parking prohibited: City-owned parking lots during certain hours.
(1)
Except as provided in this subsection, no person shall park, stand, or leave a vehicle in any City-owned parking lot after the closure of the associated City entity or facility, unless otherwise posted or authorized pursuant to Subsection C.
(2)
The prohibition set forth herein shall apply from the time of closure until the time the entity or facility reopens to the public on the following day.
(3)
This prohibition shall not apply to:
(a)
Authorized City vehicles in the performance of official duties;
(b)
Emergency vehicles responding to an emergency;
(c)
Vehicles operated by City contractors or utility services with written or verbal authorization;
(d)
Vehicles expressly permitted by a special event permit, written authorization, or posted signage.
