(a) 
The governing body of the city, at a regular meeting, hereby votes by two-thirds majority to accept the provisions of chapters 110, title 28, Revised Statutes of Texas (being articles 961 through 1132, Vernon’s Texas Civil Statutes), now contained in the Texas Local Government Code, as effective on September 1, 1987, as detailed on exhibit A attached to Ordinance 9309 and incorporated by reference herein and as thereafter amended. Such vote is hereby ordered to be recorded in the journal of the council’s proceedings, a copy of the record of these proceedings is hereby signed by the mayor, a copy of the record of these proceedings is attested by the city’s secretary under the corporate seal of the city, and a copy of the record of these proceedings is hereby ordered to be filed and recorded in the office of the county clerk.
(b) 
It is hereby recognized that the acceptance does not change the name of the city, the city will continue to be a body corporate with perpetual succession, and the city shall continue to operate under the aldermanic form of government.

When an ordinance is enacted by the city council that contains a penalty, fine, or forfeiture, a caption that summarizes the purpose of the ordinance and the penalty for violating the ordinance shall be published in one issue of the Eagle Lake Headlight. The effective date of such ordinance shall be the date of publication. An affidavit of the printer or publisher shall be filed in the office of the city secretary.

(a) 
The first fiscal year after the adoption of this section shall begin on the first day of April 2002, and end on the thirtieth day of September 2003.
(b) 
Beginning on the first day of October 2003, the fiscal year for the city shall begin on the first day of October and end on the thirtieth day of September every year.

(a) 
Generally.
The city council chambers located at 100 E. Main may be used by nonprofit organizations and/or other governmental organizations. No other city-owned buildings, to include the ambulance hall, police department building, fire department building, service center, or any other city-owned building, may be used for any reason except city functions.
(b) 
Reimbursement for costs of janitorial work or damages.
Those organizations will be responsible to reimburse the city for any janitorial work needed to clean said council chambers, to include removal of stains from food or drinks, or any other form of damages that may incur during the use of the building.
(c) 
Liability.
Each civic group or governmental organization will assume liability for any accident that may occur, and provide proof of adequate insurance coverage at the time that the building use arrangements are made in order to assure just claims are covered.
(d) 
Reservations.
Each civic group or governmental organization make prior reservations of the building in order to provide ample time to verify compliance with prerequisite conditions.
