The terms used below shall have the meanings indicated when used in this article:
Motorcade.
Any organized procession containing ten (10) or more motor vehicles, except funeral processions and authorized governmental processions, upon any public street, sidewalk or alley.
Parade.
Any march or procession consisting of people, animals, or vehicles, or a combination thereof, except funeral processions, upon any public street, sidewalk, alley, park or other outdoor places owned or under the control of the city.
Run.
Any event that is considered a walk, run, or race consisting of people upon any public street, sidewalk or alley.
Special event.
An event to be held within the city that is of limited duration and is likely to attract one hundred (100) or more visitors, and shall include, without limitation, exhibitions, automobile races, sporting events, festivals, air shows, carnivals, circuses, revivals, tent sales, concerts, parades, runs, walks, races or motorcades.
Street closing event.
Any activity, including but not limited to special events, which requires the closing of any public street, sidewalk or alley and which requires rerouting of normal or usual traffic flow.

Any person, firm or corporation violating any provision of this article shall be found guilty of a class C misdemeanor, and anyone convicted of said violation shall be fined in any sum as provided in section 1.01.009.

(a) 
Permit required.
It shall be unlawful for any person to conduct or sponsor a special event, street closing event, parade, run, walk, race or motorcade within the city unless the person has first obtained a permit as provided in this section.
(b) 
Exemptions.
The following may be conducted within the city without a permit:
(1) 
Special events, street closing events, parades, runs, walks, races or motorcades hosted or sponsored by the city (i.e., where the city itself is the promoter) shall not require a permit, but notice of same shall be given to the police department, fire department, and public works department.
(2) 
Private parties held on residential private property and to which the public is not invited and where there are no more than one hundred (100) guests.
(3) 
An event wholly contained on property specifically designed or suited for the special event and which has an appropriate certificate of occupancy, appropriate zoning, and adequate parking.

Funeral processions.

Fifteen (15) calendar days prior to the beginning date for the special event, street closing event or parade, run, walk, race, or motorcade not requiring street closure, the applicant or applicant’s representative shall submit a written request for a permit for the event. If said event includes closing a state highway the request must be made thirty (30) calendar days prior to the beginning date. The city council reserves the right to revoke any permit at any time for any reason it may deem appropriate.

In addition to any other requirements set by the city council to protect the public interest, the applicant shall obtain insurance or bonds as deemed necessary by the city council to protect the public, to ensure that the permit conditions are complied with, or to ensure that the applicant will be able to pay any claims which may arise out of the proposed activity.

(a) 
Interference.
No person shall unreasonably hamper, obstruct or interfere with any parade or parade assembly or with any person, vehicle or animal participating or used in a parade.
(b) 
Driving through parade.
No driver of any vehicle shall drive between the vehicles or persons comprising a parade when such vehicles or persons are in motion and are conspicuously designated as a parade.
(c) 
Parking on parade route.
The director of public works, police chief, or their designees shall have the authority, when reasonably necessary, to prohibit or restrict the parking of vehicles along a highway or part thereof constituting a part of the route of a parade and post signs to such effect. It shall be unlawful for any person to park or leave unattended any vehicle in violation thereof.
