For the purpose of this article, the following words and terms shall have the meaning ascribed to them in this section:
At large.
Not under the control of the owner, or not retained upon the owner’s property.
Cat.
Shall mean both the male and the female.
Owner.
Any person owning, keeping, harboring or having control or custody of a cat.

The owner of a cat shall have such cat immunized against rabies by means of an anti-rabies vaccine approved by the city health officer or any person designated by him before such cat is four (4) months of age and at regular intervals thereafter pursuant to the rules of the state board. Such vaccination shall be a prerequisite to release of a cat from any impoundment under this article unless the owner can prove current vaccination of such cat.

It shall be unlawful for the owner of any cat to permit or allow such cat to run or be at large upon any public highway, street, alley, court, square, park, sidewalk or any other public grounds or public property within the corporate limits of the city. It shall be unlawful for the owner of any cat to permit or allow such cat to run at large upon the property of any other person without prior permission of such other property owner.

It shall be the duty of the animal warden or any of his deputies or any city policeman on duty to seize and impound, subject to the provisions of this article, all cats found running at large in violation of this code.

The animal warden, his deputies and city policemen are hereby authorized to enter upon any lot, tract or parcel of land for purpose of seizing and impounding any cat running at large thereon.

(a) 
Unclaimed cats impounded under this article are to be kept for three (3) days and thereafter sold or destroyed if not redeemed.
(b) 
The owner of any cat impounded under this article may redeem such cat at any time prior to sale or destruction by the payment of an impounding fee as adopted by the city council.

The animal warden shall keep such records as are required to show in detail the disposition of all animals impounded under this article and the money collected by him, and such other records as are required by the city secretary. All money collected shall be delivered as required by the city secretary, who will deposit it in the general fund.

The animal warden shall file such reports under oath as are required by the city administrator.

Any person who shall interfere with or attempt to prevent the animal warden, any of his deputies or any city policeman from catching or impounding any cat running at large, whether on public or private property, shall be guilty of a misdemeanor.
