(a) 
Created.
There is hereby created a board of electrical examiners for the city, to be appointed by the city council.
(b) 
Membership; compensation of members.
The board of electrical examiners shall consist of five (5) members selected as follows: two (2) master electricians, one (1) member who is a general contractor, and two (2) other members who, in the opinion of the city council, are qualified, through education and practical experience, to perform the duties of an electrical examiner. The members of the board shall serve without compensation.

Quorum.
Three (3) members of such board shall constitute a quorum.

(a) 
Regular term.
After the initial appointments, the members shall be appointed for two-year terms.
(b) 
Vacancies.
Vacancies shall be filled by appointment by the city council for any unexpired term.
(c) 
Maximum consecutive terms.
No member shall serve or hold office longer than two (2) consecutive full year terms.

(a) 
Generally.
When good cause exists, a member may be removed from office by the city council.
(b) 
Absence from meetings.
Any member who is absent four (4) consecutive regular meetings, without just cause, shall be considered as having resigned and shall be replaced by the city council.

(a) 
Chairman and vice-chairman.
The board shall meet as soon after appointment as possible and select a chairman and vice-chairman from within its number.
(b) 
Meetings.
The board shall meet at least once each month thereafter. Meeting night will be the third Wednesday of each month; however, this may be changed or postponed by a majority vote of the board, or due to the inability to secure a quorum.
(c) 
Secretary.
The electrical inspector shall serve as secretary to the board without compensation and shall keep a complete written record of all proceedings of the board. He shall not have any voting power within the board.

The board shall submit to the city council written recommendations and suggestions for the improvement, enforcement and administration of this article.

The board of electrical examiners shall act as the electrical appeals board, both to interpret the meaning of this article and also to settle differences of interpretation of this article between the electrical inspector and any permit holder or prospective holder.
