(a) 
The electrical inspector shall inspect all installations and repairs of electrical work in consumer installations.
(b) 
The electrical inspector shall be allowed twenty-four (24) hours from receipt of the request to inspect, exclusive of Saturdays, Sundays and holidays recognized by the city, to make such inspections.

There shall be a rough-in inspection, where desirable, and final inspection on each installation. For the rough-in inspection, the permit holder whose installation is ready for inspection shall allow the electrical inspector’s office twenty-four (24) hours, Saturdays, Sundays and holidays recognized by the city excepted, before proceeding with the work or installations. The same notice shall be allowed for a final inspection.

(a) 
Tag system.
At the time of making the inspection, the electrical inspector shall attach a green tag or card to an approved installation and shall attach a red tag or card to a disapproved installation. Yellow tags shall indicate preliminary approval.
(b) 
Removing or damaging tags.
It shall be a violation of this article to remove, deface, damage or mutilate a tag or card which the electrical inspector has attached to an installation.

(a) 
Additional charges.
If, for reason of faulty work, negligence, omission or anything not the fault of the inspection department, a subsequent inspection must be made in excess of the rough-in and final inspection provided for in section 3.04.202, a charge for each reinspection shall be made as adopted by city council. Charges levied under this subsection may be altered pursuant to section 1.02.004 of this code.

Time allowed.

(a) 
Concealed wiring.
Installations, where there is wiring to be concealed, shall be inspected before concealment. The person installing such wiring shall notify the electrical inspector thereof, and the work shall not be covered or concealed until the inspector has approved the same. Any person covering or concealing wires before having the same inspected shall be deemed guilty of a violation of this article and shall be subject to the penalties provided for in section 3.04.004.
(b) 
Tampering.
No person shall molest in any way or tamper with wiring installed in any building. No person shall place any material of any kind except incombustible material within one (1) inch of wires after they have been inspected and approved by the electrical inspector.
(c) 
Service connection.
No person engaged in the business of transmission and sale of electric current to users thereof shall make any connections of any kind to their transmission lines with the electric wiring or apparatus in any building or place without first having received the electrical inspector’s certificate of compliance for the building or place.

(a) 
Fires caused by electrical installation.
Where, in the opinion of the electrical inspector, a fire originated due to the faulty electrical wiring, overloading of wiring or equipment or any unauthorized electrical installation, it shall be the duty of the electrical inspector to inspect the premises involved.
(b) 
Reconnection of service when electrical lines cut.
Where lines or electrical services have been cut in the firefighting process, no electrical services shall be reinstated or reconnected until the premises conform to the provisions of this article.
(c) 
Hazardous conditions.
Where the lines have not been cut in the firefighting process and the electrical inspector deems such premises to be dangerous or hazardous to life and property, he shall order the electrical services to be disconnected immediately and remain disconnected until such defects have been corrected to the satisfaction of the electrical inspector.

(a) 
Notice.
The electrical inspector shall, upon determining that unsafe, improper, or unlawful consumer installations exist, immediately notify the owner of the premises, or his agent, and the electrician performing work on the premises. The notices shall be in writing, specifying the exact deficiency existing, and shall allow the parties a reasonable time, as determined by the electrical inspector, to correct the deficiency.
(b) 
Discontinuance of electrical supply.
If corrective action is not begun immediately or the deficiency is not corrected within the prescribed time, the electrical inspector shall, if he believes public welfare endangered, in writing, order the electrical supply to the premises discontinued.

(a) 
Authority of inspector.
The electrical inspector shall stop the installation, alteration, operation or repair of any electrical work on or in any consumer’s premises when, in the inspector’s opinion, the work is being done in a reckless, careless, or unsafe manner or in a manner which violates the provisions of this article.
(b) 
Posting.
Upon determining that particular work should stop, the electrical inspector shall post a notice to that effect on the consumer’s premises, and thereafter no person shall proceed with the installation until the electrical inspector has cancelled the stop work notice.
(c) 
Effect of red tag.
The posting of a red tag or card on the premises shall constitute a stop work notice.
