The words and phrases to be given special definitions and contained in this article are defined as follows. Words or phases not specially defined herein shall be defined in accordance with their accepted meaning as used in context with the pertinent subject or as further defined in other ordinances or resolutions passed by the city council.
Written authorization required and issued by the city prior to construction, alteration, modification, removal, and placement of a structure, either residential or commercial upon a tract or parcel of land within the corporate limits of the city. Such permits include but are not limited to building permits, electrical permits, plumbing permits, HVAC permits and gas permits.
An authorization, or written evidence thereof, issued by the city, to maintain and operate a manufactured home park within its corporate limits and the extraterritorial jurisdiction, which extends one-half (1/2) mile in every direction of the boundaries of the corporate limits, and an authorization, or written evidence thereof, to place a manufactured home on private property.
A HUD-Code manufactured home or mobile manufactured home and collectively means and refers to both. Being a one-family structure that was constructed on or after June 15, 1976, according to the rules of the United States Department of Housing and Urban Development, transportable by another power connected thereto, in one (1) or more sections, which, in the travel mode is eight (8) or more feet in width or forty (40) or more feet in length, or, when erected on site, is three hundred twenty (320) or more square feet, and which is built on a permanent chassis and designed to be used as a dwelling with or without a permanent foundation when connected to the required utilities, and includes the plumbing, heating, air-conditioning, and electrical systems. The term does not include a recreational vehicle.
Any lot, lots, block, tract or parcel of land used, in whole or part, for manufactured home parking facilities and accommodations provided for occupants on a permanent basis, with or without compensation, composed of two (2) or more units, for human habitation, or living quarters incidental thereto. It is a complex or subdivision which manufactured home permits are issued and have been duly licensed by the proper jurisdiction.
A one-family structure that was constructed before June 15, 1976, transportable by another power connected thereto, in one (1) or more sections, which, in the travel mode is eight (8) feet in width or forty (40) feet in length, or, when erected on site, is three hundred twenty (320) or more square feet, and which is built on a permanent chassis and designed to be used as a dwelling with or without a permanent foundation when connected to the required utilities, and includes the plumbing, heating, air-conditioning, and electrical systems. It is also intended to mean recreational vehicles, including but not limited to, travel trailers, pickup coaches, motor homes, “pop-ups” or camping trailers when used as a residential unit, whether permanent or temporary, or when used as an accessory structure to an existing residence or residence under construction or an accessory use to another structure.
A person having custody and control of a manufactured home, recreational vehicle or a member of the family of such person, within the third degree of consanguinity or the second degree of affinity, and living in such home.
Any person, firm, partnership, corporation, association, organization, or groups thereof, who has title to the control, direction, maintenance, and supervision of a manufactured home park or a manufactured home.
An area of sufficient size to accommodate an automobile and measuring not less than ten (10) feet wide and twenty (20) feet long and situated on a manufactured home park street. Such space may be covered or uncovered.
An area of sufficient size to accommodate two (2) automobiles, each in their own space as defined above.
An authorization, and the written evidence thereof, issued by the city to construct and equip a manufactured home park which, for the purposes of this article, shall be any manufactured home park other than one owned and operated by the government of the United States, the state, or political subdivisions thereof, within the corporate limits and the extraterritorial jurisdiction of the city.
The map, drawing or chart on which a developer’s plan of a manufactured home park is presented with form of dedication.
Any lot, lots, block, tract or parcel of land used, in whole or part, for recreational vehicle parking, as defined in this section, for recreational vehicle parking facilities and accommodations provided for occupants on a temporary basis, with or without compensation, composed of two (2) or more units, for human habitation, or living quarters incidental thereto. It is a complex or subdivision that permits are not required by occupants and the park is permitted and constructed in accordance with the provisions of this article. For this section recreational vehicle parks shall have the same meaning as manufactured home park with the exception that occupants shall be temporary.
A manufactured, single component vehicular structure that was constructed and to be used as a temporary dwelling, transportable under its own power provided by the manufacturer or by another power connected thereto. Such structures are classified as travel trailers, pickup coaches, pick-up truck slide ins, motor homes or camping trailers and “pop-ups.” Such vehicles are normally licensed and registered by the state agency in which they are permanently housed.
Any street, area, avenue, boulevard, drive, public place or highway designed for or commonly used for the purpose of travel by vehicles within the corporate limits and the extraterritorial jurisdiction of the city. Distinctions are made in the article between public, and streets outside the premises of a manufactured home park, and private, or streets inside the manufactured home park premises.
A person having custody and control of a manufactured home or recreational vehicle.
Any place, plot or parcel of ground located within a manufactured home park where homes are parked, erected or placed, used, intended or designated as human habitations, boarding, sleeping, or living quarters, or any combination thereof.
Any place or places, plots or parcels of ground located within prescribed boundaries set forth by ordinance, within the city and that has been classified with a designated occupancy use. Such zoning district shall have specific requirements as to, but not limited to, permitted use, conditional use, area requirements, parking and signage.
