The minimum standards for day care centers as published by the state department of family and protective services are hereby adopted as the minimum standards for such establishments located within the city limits.

The article [act] and rules adopted under the Vehicle Storage Facility] Act (V.T.C.A., Occupations Code, chapter 2303) shall not apply inside the limits of the city.
