The paramount purpose of public streets, roads and alleys (hereinafter collectively “public thoroughfares”) is for the conveyance of the traveling public. No person has a right to use public thoroughfares in an unreasonable manner for private business purposes, and no person has the right to place oil and/or gas pipelines within the right-of-way of public thoroughfares within a city without the consent and approval of the governing body of the city. See section 111.022, Natural Resources Code.
