(a) 
It shall be unlawful and an offense for any person to do any of the following:
(1) 
Construct or install a pipeline, or begin work thereon, without a pipeline permit issued under this article;
(2) 
Engage in any activity not permitted by the terms of a pipeline permit issued under this article;
(3) 
Fail to comply with any condition set forth in a pipeline permit issued under this article; or
(4) 
Violate any provision or requirement set forth under this article.
(b) 
Any violation of this article shall be punished by a fine of not more than $2,000.00 per day, subject to applicable state law. Each day that a violation exists shall constitute a separate offense.

The city shall also have the right, in addition to or separate from criminal enforcement, to enforce this article through civil litigation, either through the city attorney or a private firm hired by the city.
