There is hereby created the office of health officer, who shall be appointed by the council and hold such office for the term of two (2) years, and until his successor shall be appointed and qualified. He shall take and subscribe the same oath required by the constitution of the state as is required of state and county officers. He shall be accountable to the council for his official acts as a health officer.

(a) 
No person shall engage in any business or occupation as a domestic household servant or in the business of handling foodstuffs intended or suited for human consumption, nor shall any person employ any person in the business of handling foodstuffs intended for human consumption and sale, until such person has obtained from the department of public health of the city a health registration card showing that such person has met the requirements of the laws of the state and this section and article 6.02 of this chapter and has a valid health certificate on file in the office of the department of public health.
(b) 
Before any person shall be issued a health registration card, he shall first be examined by the city health officer, or his duly authorized representative, and shall submit to such examinations, laboratory tests and X-rays as may be necessary to determine if the individual examined is free of any communicable disease. In making the examinations required by this section, the city health officer, or his duly authorized representative, shall have a reasonable time in which to complete the examination and laboratory tests before issuing or refusing the issuance of a health registration card. When any person examined is found to be free of any communicable disease, he shall be issued a health registration card. When a health registration card is issued to a person there shall also be a health certificate placed in the files of the department of public health bearing the same number as the health registration card. Health certificates and registration cards shall be on forms as prescribed by the health officer. The registration card and health certificate shall be valid for a period of six (6) months, unless cancelled by the city health officer or his duly authorized representative as provided by this section.
(c) 
If the city health officer or his duly authorized representative finds that any person may be infected with any communicable disease, he shall require such person to report for further examination and shall have authority, upon examination, to cancel or revoke any health registration card and health certificate.
