(a) 
The traffic engineer, as authorized from time to time by the city council, may install and maintain “yield” right-of-way signs at intersections where special hazards may exist or anywhere vehicles shall be required to yield right-of-way.
(b) 
The driver of a vehicle approaching a “yield” right-of-way sign shall in obedience to such sign, slow down to a speed not in excess of fifteen (15) miles per hour, or shall stop, if necessary, and yield right-of-way to any pedestrian crossing the roadway on which he is driving or any vehicle in the intersection or approaching so closely on another street as to constitute an immediate hazard.
