(a) 
There is hereby established a park and recreation board for the town. The board shall consist of eight (8) members, who shall serve without pay and at the pleasure of the board of aldermen. The members shall be nominated and selected by the mayor with the consent of the board of aldermen. Four members shall constitute a quorum.
(b) 
One (1) member shall be selected by Edgecliff Village Garden Club from their active membership. The name of the person selected shall be presented to the mayor for consent by the board of aldermen.
(c) 
In the event the Edgecliff Village Garden Club fails to appoint a member, the mayor, with approval of the board of aldermen, shall appoint a person to fill that position.
(d) 
The members shall be identified by place numbers one (1) through seven (7,) plus the Garden Club member. Upon initial appointment, members in the even-numbered places shall be appointed to serve terms expiring September 1, 2001, and members appointed to the odd-number places shall serve terms expiring September 1, 2002. Thereafter, the term of office of members designated by place shall be three (3) years beginning on September 1st of the year of appointment or until their successors are appointed and qualified. Vacancies on the board occurring otherwise than by expiration shall be filled by the mayor with consent of the board of aldermen for the unexpired term. The position assigned to the Garden Club shall be filled by the Garden Club for an indefinite term. The organization shall submit the name of the individual who is to fill the position to the mayor for consent by the board of aldermen.
(e) 
The mayor may appoint additional honorary members who may participate in the deliberation, but shall not have the right to vote.

Immediately after the members of the board are first appointed, the board shall meet and organize by electing one of its members as chairman and by installing such other officers as may be necessary. The board shall have the power to adopt rules, subject to approval by the board of aldermen, for the proper conduct of public recreation for the city.

(a) 
The board shall be responsible for providing the board of aldermen with advice and recommendations on all policies, rules, and regulations relating to the administration of a public park and recreation program.
(b) 
The board shall provide advisory oversight of public playgrounds, athletic fields, recreation centers, and other facilities and activities on any of the properties owned or controlled by the city, or on other properties with the consent of the owners and authorities thereof. The board shall have the power to conduct any form of recreation activity that will employ the leisure time of the people in a constructive and wholesome manner. Other than maintenance and landscaping, the board shall not have the authority to make capital improvements or alterations to city property without prior board of aldermen approval.
(c) 
The board shall submit a proposed budget to the mayor and board of aldermen each year.
(d) 
The board shall make complete annual and other required reports to the mayor and board of aldermen.

The board is authorized to solicit or receive any gifts or bequests of money or other personal property, or any donations to be applied, principal or income, for either temporary or permanent use for playgrounds or other recreational purposes. All funds collected shall be placed in a dedicated city account, and may be expended only with prior board of aldermen approval, for expenditures over five hundred dollars ($500.00), and prior approval of the mayor for expenditures less than five hundred dollars ($500.00).
