(a)
Required.
It shall be unlawful for any person who is not licensed as a qualified mechanical contractor with the state and registered with the town to provide mechanical services within the town limits except as provided below.
(b)
Work by homeowners.
Nothing contained herein shall prohibit any homeowner from personally performing mechanical services within his own residence. Personal mechanical services by the owner shall mean by himself, for himself, on his own homestead premises, without compensation, and no person shall be employed to assist him in any way on such work.
(c)
Fees.
Fees for the registration of licensed mechanical contractors shall be payable to the building official or his designee in an amount as established by the board of aldermen. The registration will be effective for a period of one (1) calendar year. The annual fees shall be paid before the issuance of a permit.
