Arrests without warrant may be made by the chief of police or any other police officer of the city when offenses against the laws or ordinances are committed in their presence or where persons are found in suspicious places and under circumstances which reasonably show that such persons have been guilty of some felony or breach of the peace, or threaten or are about to commit some offense against the laws.

(a) 
Authorization.
(1) 
The city council authorizes the types of extra pay for police officers as defined in subsection (b) herein; and
(2) 
Changes in the actual pay amount shall be made through an ordinance amending such.
(b) 
Eligible pay types. Eligible pay types are authorized by city council below for police officers:
(1) 
Seniority pay - lateral entry (prior police experience):
(A) 
Seniority pay is authorized by § 143.041(c)(1), Texas Local Government Code.
(B) 
Applicants for police officer positions shall be eligible for special seniority pay for lateral entry if they have at least two years' continuous service as a paid, full-time certified peace officer with the authority to enforce laws, investigate crimes, make arrests, respond to calls for service, carry a firearm, and use discretion as part of their assigned duties, and who has been employed as such with a federal law enforcement agency or other law enforcement agency which serves a population of 10,000 or more. A lateral entry applicant shall not have more than a 30-day break in service from the time the applicant left the law enforcement agency and the time the applicant applied with the city police department.
(C) 
Starting pay:
(i) 
Lateral entry officers who have at least two (2) years of paid, continuous full-time service as a peace officer in a law enforcement agency shall be placed at the step in the police pay schedule commensurate with their qualified complete years of experience up to, but not exceeding, the rate of pay specified in beginning pay level of step E.
(ii) 
Previous city police officers who are re-appointed as police officers shall be placed in the same salary step they held at the time of their resignation unless the applicant terminated while at a supervisory rank. If the re-appointed officer left the city police department while in a supervisory capacity, then the re-appointed officer's pay shall correspond with the re-appointed officer's total prior service years, but shall not exceed the top pay of police officer rank.
(D) 
Departmental seniority impact: The lateral entry program described in this subsection is for seniority pay purposes only to determine placement into the existing pay schedule. Actual work experience in another law enforcement agency will not be considered for promotional eligibility requirements, departmental seniority or transfers. Departmental seniority for lateral entry officers and re-appointed officers will begin on their most recent civil service hire date with the city police department.
(2) 
Field training officer (FTO) pay:
(A) 
Field officer training pay shall be paid to city full-time police officers at a rate of $100.00 per month (or $46.15 biweekly) only when assigned by the chief of police to perform field training officer functions.
(B) 
Field training officer pay is authorized in § 143.043.
(3) 
Certification pay:
(A) 
Officers obtaining TCOLE certification shall be paid certification pay in the amount of $50.00 per month (or $23.08 biweekly) for intermediate certification; $100.00 per month ($46.15 biweekly) for advanced certification; or $150.00 per month ($69.23 biweekly) for master certification.
(B) 
Certification pay is authorized in accordance with § 143.044(b).
(C) 
Officers are eligible to receive only one certification pay based on the highest eligible certification obtained.

The following classifications of police officers in the police department shall exist effective on and after the following dates set forth herein under the provisions of Texas Local Government Code, chapter 143 . These classifications and no others shall exist effective on and after the dates set forth herein, with the number shown indicating the number of positions in each classification.

(b)
