(a) 
This chapter may be known and cited as the traffic code.
(b) 
All provisions of the Uniform Act Regulating Traffic on Highways, as now in effect in the state and generally referred to as V.T.C.A., Transportation Code, title 7, subtitle C, chapter 541 et seq., including all amendments to such statute as of this date, is hereby adopted and is supplemented by the regulations set forth in this chapter.

It shall be the duty of the police department of this city to enforce the provisions of this chapter. Officers of the police department are hereby authorized to direct all traffic either in person or by means of visible or audible signs in conformance with the provisions of this chapter; provided, in event of a fire or other emergency or to expedite traffic, as conditions may require, or to safeguard pedestrians, officers of the police department or the fire department may direct traffic, notwithstanding the provisions of this chapter.

The police department and police officers are hereby empowered to make and enforce regulations necessary to make effective the provisions of this chapter and to make and enforce temporary regulations to cover emergencies or special conditions.

It shall be unlawful for any person to ride or run any bicycle, tricycle, or like vehicle, except wheelchairs, on any sidewalk within the city, or to use said sidewalks on which to push or to pull any handcarts or pushcarts or other like vehicle.

It shall be unlawful for any person to ride upon a skateboard, or similar device designed for coasting, on any street or sidewalk in any commercial zone in the city between the hours of 10:00 o’clock a.m. and 7:00 o’clock p.m.

It shall be unlawful for an operator of a motor vehicle to accelerate such vehicle on a public roadway, or on a parking lot open to the public without a fee, in such a manner as to:
(1) 
Cause dust, gravel or debris to be thrown in a discernable extent by the force of the tires;
(2) 
Cause the rear tires to smoke or leave black marks on the roadway surface; or
(3) 
Cause the motor vehicle to swerve from the rear producing a movement known popularly as fishtailing.

(a) 
It shall be unlawful for any person to sleep or to recline upon the public right-of-way of any street, highway, alley or upon the sidewalk of a commercially zoned district at any time.
(b) 
The violation of this section shall be punishable by a fine not exceeding $200.00.
