(a) 
This article may be known and cited as the Traffic Code.
(b) 
All provisions of the Uniform Act Regulating Traffic on Highways, as now in effect in the state and generally referred to as V.T.C.A. Transportation Code, including all amendments to such statute as of this date, is hereby adopted and is supplemented by the regulations set forth in this article.

It shall be the duty of the police department of this city to enforce the provisions of this article. Officers of the police department are hereby authorized to direct all traffic either in person or by means of visible or audible signs in conformance with the provisions of this article; provided, in event of a fire or other emergency or to expedite traffic, as conditions may require, or to safe-guard pedestrians, officers of the police department or the fire department may direct traffic, notwithstanding the provisions of this article.

The police department and police officers are hereby empowered to make and enforce regulations necessary to make effective the provisions of this article and to make and enforce temporary regulations to cover emergencies or special conditions.

Except in residential areas, it shall be unlawful for any person to ride or run any bicycle, tricycle, or like vehicle on any sidewalk within the city, or to use said sidewalks on which to push or to pull handcarts or pushcarts or other like vehicle.

It shall be unlawful for any person having in his charge any railroad car or engine in this city, to stop said car or engine on any railroad on or across a street crossing or sidewalk and allow the same to remain thereon for a longer time than five (5) minutes at any one time.

(a) 
It shall be unlawful for any person owning or having control of any truck, bus or trailer having a capacity in excess of three-fourths (3/4) ton or which is more than eighteen (18) feet in length, seven (7) feet in width or seven (7) feet in height, to park, the same upon any street in the residential area of the city; provided however, the provisions of this section shall not be deemed to prohibit the parking of any such truck, bus or trailer, on any residential street for the purpose of the actual loading and unloading of goods, wares and merchandise when such vehicle is accompanied by a driver; and provided further, “loading” and “unloading” as used in this section shall be limited to the actual time necessarily consumed in such operation.
(b) 
Exceptions.
A city resident will be allowed to park a truck, recreational vehicle, trailer, bus, farm equipment, or other oversized vehicle with a size in excess of three-fourths (3/4) ton, eighteen (18) feet in length, seven (7) feet in width, and seven (7) feet in height on a residential street, with the following restrictions:
(1) 
An annual parking permit has been purchased from the city at a cost of two hundred dollars ($200.00), said permit to be valid from January 1st through December 31st, prorated accordingly, but in no case shall a permit cost less than one hundred dollars ($100.00);
(2) 
The oversized vehicle may not be parked for more than twelve (12) hours in a seventy-two (72) hour period;
(3) 
The oversized vehicle must be parked on a street directly adjacent to the property of the owner of the vehicle;
(4) 
Oversized vehicles may only be parked on streets with a minimum width of at least sixty-four (64) feet;
(5) 
The oversized vehicle must be parked in such a manner as to not interfere with the safe flow of traffic; and
(6) 
The oversized vehicle must display upon it or have placed upon both ends of the vehicle, while parked, a clearly visible warning device, such as a parking cone, reflector, or other similar device.
(c) 
Penalty.
Any person, firm or corporation violating any of the provisions of this article shall be deemed guilty of a misdemeanor and upon conviction in municipal court shall be fined in accordance with the general penalty provision in Section 1.109 of this code and each day of violation shall constitute a separate offense.

It shall be unlawful for the driver or operator of a motor vehicle, while driving and operating a motor vehicle upon a public street or parking lot, parking area or driveway of a business place within the city, to willfully accelerate so rapidly as to cause the tires on said motor vehicle to spin or skid or slide upon the roadway in a manner commonly known as “burning off” whether the motor vehicle is being started from a parked, stopped or standing position or in motion and whether or not said motor vehicle is traveling straight or turning.

(a) 
Authority to establish.
The city council may prohibit cotton module truck and cotton burr truck traffic on certain streets within the city as may be necessary for the health and safety of its citizens, proper flow of traffic through the city, and for the protection of the city streets and neighborhoods.
(b) 
Definitions.
For the purpose of this article, the following words and phrases have the meanings respectively ascribed to them by this section:
Cotton module truck.
A single motor vehicle used exclusively to transport cotton and or seed cotton.
Cotton burr truck.
A single motor vehicle used exclusively to transport cotton burrs,
Municipal street.
Every street or roadway within the city that is not a truck route as defined herein.
Truck route.
Federal highways/interstates, state highways, or state farm-to-market roads which are located in whole or in part within the corporate limits of the city.
(c) 
Restrictions.
No person shall operate a cotton module truck or a cotton burr truck upon any municipal street within the corporate limits of the city. Cotton module or cotton burr trucks must use a truck route when traveling within the corporate limits of the city, and are prohibited from using municipal streets as shortcuts or links between truck routes.

Penalty provision.
Any person, firm or corporation violating any of the provisions of this article shall be deemed guilty of a misdemeanor and upon conviction in municipal court shall be fined in accordance with the general penalty provisions in Section 1.109 of this code.
