There is hereby created the planning and zoning commission of
the city.

The planning and zoning commission shall consist of six (6)
regular members and one (1) alternate member appointed by the governing
body of the city.

The term of office of the members of the planning and zoning
commission shall commence with the initial meeting of the governing
body in each elective year and expire with the last annual meeting
of the governing body in the year that said term of appointment is
concluded. The term of each appointment to the commission shall be
for a term of three (3) years, except that initially, four members
shall be appointed for a term of one year; four members for a term
of three years; four members for a term of two years; and thereafter,
each year the governing body shall appoint four (4) members for a
term of three (3) years as hereinabove provided.

The planning and zoning commission shall meet no less than once
each three (3) months and no more than once each month, said meetings
to be at a time and place designated by the chairman of the commission.

The planning and zoning commission shall elect from their number
at the first annual meeting of said commission in each year, said
officers to serve for a period of one (1) year.

The planning and zoning commission shall have the power to investigate
the need for the advisability and the necessity and to recommend the
passage of city ordinances by the governing body for the purpose of
promoting health, safety, morals or the general welfare of the community
in order to regulate and restrict the height, number of stories and
size of buildings and other structures, the percentage of lot that
may be occupied, the size of yards, courts and other open spaces,
the density of population and the location and use of buildings, structures
and land for trade, industry, residence or other purposes. Such recommendations
shall be made in accordance with a comprehensive plan and designed
to lessen congestion in the streets; to secure safety from fire, panic
and other dangers; to provide adequate light and air; to prevent the
overcrowding of land and to avoid the undue concentration of population;
to facilitate the adequate provision for transportation, water, sewerage,
schools, parks and other public requirements and such recommendations
shall be made with reasonable consideration to the character of the
district and its peculiar suitability for particular uses; to conserve
the value of buildings and encourage the most appropriate use of land,
but same shall not require the removal or destruction of property
except as provided elsewhere in this code or in the zoning ordinance.

For all purposes the planning and zoning commission may recommend
the division of the municipality into districts of such number, shape
and area as may be deemed best suitable for the purposes herein enumerated
and the regulation within such districts of the erection, construction,
reconstruction, alteration, repair or use of buildings, structures
or land therein.
