(a) 
It shall be unlawful for any person to leave, park or stand the following vehicles upon any street or alley on public or private property, or within any single-family or multifamily dwelling front yard in the city:
(1) 
Road-tractor, tractor-trailer, truck-tractor;
(2) 
Motor vehicle, truck, bus, van, trailer, semi-trailer or similar vehicle with a gross vehicle weight in excess of seventeen thousand five hundred (17,500) pounds.
(b) 
It shall be unlawful for any person to leave, park or stand a road-tractor, tractor-trailer or truck-tractor upon the street, highway or roadway in a commercial retail or industrial zoned district.
(c) 
This section shall not prevent the parking or standing of the above-described vehicles in such areas for the purpose of expeditiously loading or unloading passengers, freight, or merchandise.
(d) 
Exceptions:
(1) 
A city resident will be allowed to park a truck, recreational vehicle, trailer, bus, farm equipment, or other oversized vehicle with a size in excess of three-fourths (3/4) ton, eighteen (18) feet in length, seven (7) feet in width, and seven (7) feet in height on a residential street, with the following restrictions:
(A) 
An annual parking permit has been purchased from the city at a cost of two hundred dollars ($200.00), said permit to be valid from January 1st through December 31st, prorated accordingly, but in no case shall a permit cost less than one hundred dollars ($100.00);
(B) 
The oversized vehicle may not be parked for more than twelve (12) hours in a seventy-two (72) hour period;
(C) 
The oversized vehicle must be parked on a street directly adjacent to the property of the owner of the vehicle;
(D) 
Oversized vehicles may only be parked on streets with a minimum width of at least sixty-four (64) feet;
(E) 
The oversized vehicle must be parked in such a manner as to not interfere with the safe flow of traffic; and
(F) 
The oversized vehicle must display upon it or have placed upon both ends of the vehicle, while parked, a clearly visible warning device, such as a parking cone, reflector, or other similar device.

Any person, firm or corporation violating any of the provisions of this article shall be deemed guilty of a misdemeanor and upon conviction in municipal court shall be fined in accordance with the general penalty provision in Section 1.109 of this code and each day of violation shall constitute a separate offense.
