The city hereby accepts the provisions of Title 28 of the Revised Civil Statutes of the State of Texas, 1925 Revision, together with any amendments thereto relating to cities and towns, and the city shall be subject to the provisions of said Title 28 relating to cities and towns, and shall be vested with all the rights, powers, privileges, immunities, and franchises therein conferred.
