The Borough of Nazareth hereby designates the Memorial Public
Library of Nazareth and Vicinity as the library to act for and on
behalf of the Borough to provide public library service to the residents
and taxpayers of the Borough, and agrees to maintain (or to assist
in the maintenance of) such library in accordance, with the provisions
of Section 401 of the Library Code, the Act of 1961, P.L. 324 (24
P.S. § 4401, as amended), at a level of financial support that
will insure that the library will be enable to qualify annually for
State financial aid as provided in Section 303(1) of the Library Code.

There is hereby established a Board of Library Directors composed
of composed of nine members, with six of the said members being members
or appointees of the supporting municipalities of the Memorial Public
Library of Nazareth and Vicinity as follows: two appointed by the
Lower Nazareth Township Supervisors; two appointed by the Upper Nazareth
Township Supervisors; and two appointed by the Bushkill Township Supervisors.
Three of the said members shall be appointed by the Council of the
Borough of Nazareth. All members shall be appointed for a term of
office of three years, or until their successors are appointed and
qualified. All appointments shall be for such staggered terms so that
the terms of at least three members of said Board expire annually,
at least one being an appointee of Borough Council and two being appointees
of the supporting municipalities. Any vacancies on such Board occurring
otherwise than by expiration of term shall be filled by the appointing
body for the unexpired term.

The Board of Library Directors shall organize as provided in
the Library Code. Such Board shall have all the rights and authority
shall perform all the duties and may exercise all the powers vested
in or assigned to such boards by the Library Code.
