The Council on Aging shall consist of not fewer than seven nor more than 11 members and shall function pursuant to the provisions of MGL c. 40, § 8B, for the purpose of coordinating or carrying out programs designed to meet the problems of the aging in coordination with programs of the Department of Elder Affairs of the commonwealth.

All members shall serve without compensation. Members of the Council on Aging shall be residents of the City during their term of office. The Council on Aging shall be appointed by and be responsible to the Mayor, and, within the limits of available funds, it may appoint such clerks and other employees as it may require to carry out its authorized programs.

The terms of office of all of the members of the Council on Aging shall commence on the first day of July in the year of their appointment and shall be for three years, or until their successors shall have been duly appointed and qualified. Any vacancy in the membership of the Council on Aging shall be filled by the appointing authority as set forth in § 9-2 for the remainder of the unexpired term. The Council on Aging shall annually, in the month of July, elect such officers, in addition to its Chair, and such chairs of committees as it deems appropriate.
The Council on Aging may designate as ex officio, nonvoting members, in addition to the members hereinbefore provided, the head of any department or multiple-member bodies of the City, or a person designated by such head to act in his stead, and any other person from interested and representative groups in the community.
The land on 535 Union Avenue (Parcel ID 101-52-8023-000), the current site of the Callahan Center, and other properties that may be developed for this use, shall be used exclusively as a senior center, unless approved to change by the Mayor upon the recommendation of the Council on Aging as well as a two-thirds vote of the City Council. Short-term use (a single meeting or repetitive activity lasting no longer than 30 days, such as a class or workshop, etc.) of the Callahan Center, as well as any other properties that may be developed for this use, for other purposes may be authorized by the Mayor upon that recommendation by a majority vote of the Council on Aging. In the event of an emergency in the community where time is of the essence, the Mayor or the Mayor's designee, in their discretion, may authorize the use of the Callahan Center, or other properties developed for the same use, for up to 72 hours to assist in managing said emergency in consultation with the Council on Aging Chair and/or the Emergency Management Director, as appropriate.
