A. 
The Common Council authorizes its members, as well as the members of the Planning Board, Zoning Board of Appeals, or any committee of the Common Council, who experience an extraordinary circumstance, as defined by resolution of the Common Council, to attend meetings by videoconference:
(1) 
As long as a quorum of the members attend in-person at one or more locations open to the public;
(2) 
As long as the member can be seen, heard, and identified while the open portion of the meeting is being conducted; and
(3) 
As otherwise permitted under Chapter 56 of the Laws of 2022.
B. 
The Common Council shall create written procedures further governing its use of videoconferencing by its members, the Planning Board, Zoning Board of Appeals, or any committee of the Common Council, in compliance with Chapter 56 of the Laws of 2022, by resolution.[1]
