By the authority vested under the laws providing for protection of historical property as found in section 1, chapter 283, acts of the Fortieth Legislature, 1927, amended by the 55th Legislature, V.T.C.A., Local Government Code, sections 211.001 and 211.003, the city council hereby zones the designated area of the city as of historical significance and that any future alterations therein be governed by this article.

The confines of the historical district shall be as follows:
(1) 
Main Street.
A four block area beginning at Barton Street continuing to Gregg Street, bordered by the Southern Pacific Railroad on the east and the alley between Main Street and Cedar Street on the west.
(2) 
Residential area.
Beginning at the Southern Pacific Railroad on Barton Street and continuing east to Elm Street, including the Presbyterian Church, south on Elm Street to Mitchell Street, east on Mitchell Street to Pin Oak Street, North on Pin Oak Street including the F. Barton Home, south on Maple Street to Hanna Street including the City Cemetery, west on Hanna Street to Pin Oak Street, south on Pin Oak Street to Garrett Street, west on Garrett Street to Railroad Street, north on Railroad Street to Gregg Street.

Any person violating any provision of this article shall be deemed guilty of a misdemeanor and punished by a fine not to exceed $100.00 and alterations or repairs discontinued until such time as the requirements are met.
