(a) 
Any business or commercial operation that involves retail or wholesale sales and/or repairs of any and every kind must file with the city secretary for a permit.
(b) 
If this operation requires a state sales tax permit, a copy of this permit must be filed with the city secretary within thirty (30) days of the city permit.
(c) 
This permit must be approved by the city council.
(d) 
A minimum fine of ten dollars ($10.00) per day and a maximum fine of fifty dollars ($50.00) per day shall be levied, and a discontinuance of city municipal services, for violation of this section.

(a) 
Definition.
The term “new business” shall be construed to mean any person or company establishing a business, retail or wholesale, in the city after this date [January 7, 1974].
(b) 
Registration.
Any person or company establishing a new business in the city shall register such a business at the city secretary’s office giving the name of the person or company, address and type of business to be established.
(c) 
Utility connections.
Any person or company establishing a new business will be required to meet all regulations of the city in regard to utility connections.
(d) 
Fee.
A token fee as provided in the fee schedule in appendix A of this code will be required for a permit issued, payable in advance.
(e) 
Approval.
The type of business and location of the business must be approved by the city council.
(f) 
Penalty.
Any person or company in violation of this section, upon conviction of such violation, shall be deemed guilty and fined in the amount not to exceed $200.00 per day in the city court.
