All persons, firms, corporations or other entities shall be charged a fee of $392.54 per acre to connect to the 10" and 15" Westside sanitary sewer lines within the serviceable area depicted on exhibit A, on file in the office of the city secretary, of which $273.99 shall be remitted to Ashmore Farms, Ltd., its successors or assigns, and of which $118.55 shall be retained by the city.

The per acre connection fee shall be charged based upon the size of any tract within the serviceable area at the time of the passage of this article and shall not be based upon the size of a tract hereafter subdivided from a larger tract existing as of the date of this article.

No building or other permits shall be issued to any person, firm, corporation or other entity within the area to be serviced by the Westside sanitary sewer lines unless the connection charges established hereunder have been paid.

The duration of this article shall be indefinite or until all tracts depicted on exhibit A have paid their respective, proportionate share of the costs of such sanitary sewer lines.
