(a)
The city council believing it to be in the best interest of the city does hereby reserve the right to deny water and sewer services, and to request other utility companies to deny service, to anyone requesting same, if it is determined that the structure in which service is requested, is in violation of either the city’s zoning ordinances of building, electrical or plumbing codes.
(b)
Furthermore said services may, at the discretion of the city council be withheld until such time the laws of the city are adhered to.
