Each of the four wards will have two alderman elected by their respective ward and the mayor will be elected at large. The election for officers of staggered two-year terms of the municipality shall be held annually, except as otherwise provided by law, in each ward of the municipality on an authorized uniform election date as provided by chapter 41, Election Code. The city council shall be governed by chapter 22 of the Local Government Code.

(a) 
Findings.
The city council, after full investigation of the facts relative thereto, finds and deems it necessary and for the good of the inhabitants of the city that the boundaries of the respective wards of the city be changed so that the boundaries of said respective wards shall hereafter be as hereinafter set out and described.
(b) 
Ward 1.
The boundaries of Ward 1 of the city shall be as follows:
Beginning at the center of the intersection of South 9th Street and Pecan Trail (extended) in the City of Memphis, Texas; thence 3,946 feet north to the center of the intersection of North 9th Street and Brice Street of the City of Memphis, Texas; thence east 4,300 feet; thence south 380 feet; thence east 430 feet; thence south 380 feet; thence east 340 feet; thence south to the most southeasterly corner of the boundary of the corporate city limits of the City of Memphis, Texas; thence west following a line which is the south boundary line of the corporate limits of the City of Memphis, Texas to the place of beginning.
(c) 
Ward 2.
The boundaries of Ward 2 of the city shall be as follows:
Beginning at the center of the intersection of South 9th Street and Pecan Trail (extended) in the City of Memphis, Texas; thence north 4,320 feet to the intersection of North 9th Street and Montgomery Street; thence west 3,848 feet to the center of the intersection of West Montgomery Street and the west boundary line of the corporate city limits of the City of Memphis, Texas; thence south, east, south, east and south to a point, said point being 640 feet south and 2,634 feet west of the northeast corner of Section 91, Block 18 of H&GN Survey in Hall County, thence east 2,634 feet to the place of beginning.
(d) 
Ward 3.
The boundaries of Ward 3 of the city shall be as follows:
Beginning at the intersection of Montgomery Street and North 15th Street in the City of Memphis, Texas; thence north 4,143 feet to the north line of the corporate city limits of the City of Memphis, Texas; thence in a northwesterly direction, along a line being the boundary line of the city limits of the City of Memphis and the south right-of-way line of U.S. Highway 287, a distance of 1,691.4 feet to a point; thence south 89 degrees, 19' west, 368.5 feet to a point; thence south 0 degrees, 41' east, 553 feet to a point; thence east 101 feet to a point; thence south along the east right-of-way line of 19th Street and the north boundary line of Coronado Heights addition to the City of Memphis; thence west to the northwest corner of said Coronado Heights; thence south to the southwest corner of said Coronado Addition; thence west to the point on the west boundary line of Section 20, Block 18, H&GN survey of Hall Co., thence south along the said west boundary line of Section 20, Block 18, V0 [sic] feet; thence east 1,320 feet to a point; thence south 1,320 feet along a line east of and parallel to the west boundary line of Section 20 to a point 360 feet north of the south line of said Section 20; thence west 660 feet; thence south 360 feet to a point on the south boundary line of Section 20; thence east along the south boundary line of Section 20, a distance of 660 feet; thence south 1,320 feet east of and parallel to the west boundary line of Section 1, Block 18, H&GN Survey to the center of the intersection of West Montgomery Street; thence east to the place of beginning.
(e) 
Ward 4.
The boundaries of Ward 4 of the city shall be as follows:
Beginning at the center of the intersection of North 9th Street and Brice Street; thence north 720 feet to the center of the intersection of North 9th Street and Montgomery Street; thence west 2,160 feet to the center of the intersection of North 15th Street and Montgomery Street; thence north 4,143 feet to the north line of the corporate limits of the City of Memphis, Texas; thence east 2,16Q [2,160] feet to the most northerly northeast corner of the corporate city limits of the City of Memphis, Texas; thence south in a southeasterly direction and on the east boundary line of the City of Memphis, Texas to a point being its intersection with the center of east Brice Street in the City of Memphis, Texas; thence west 3,600 feet to the place of beginning.

The mayor may call a special meeting on the mayor’s own motion or on the application of three aldermen. Each member of the governing body, the secretary, and the municipal attorney must be notified of the special meeting. The notice may be given personally or left at the person’s usual place of residence.

The governing body shall determine the rules of its proceedings and may compel the attendance of absent members and punish them for disorderly conduct.

An alderman shall be fined $3.00 for each meeting that the alderman fails to attend unless the absence is caused by the alderman’s illness or the illness of a family member.
