Helicopter.
An aircraft used for the transportation of persons or materials and whose support in the air is derived chiefly from the aerodynamic forces on engine-driven airfoils.
Heliport.
Any area, including a duly authorized and functioning airport, which is used, or intended for use, for the landing and takeoff of helicopters, and any appurtenant areas, including buildings or any other facilities for activities such as refueling, parking, storage, maintenance and repair of helicopters.
Helistop.
An area, including a duly authorized and functioning airport, used, or intended for use, for the landing, boarding and takeoff of helicopters, which does not have facilities for such activities an as refueling, storage, maintenance or repair of helicopters.

Subject to the provisions of this article, no person may land a helicopter at any location within the corporate city limits.

A helicopter may be lawfully landed in the corporate city limits if the following conditions are met:
(1) 
Aeronautical circumstances requiring the immediate landing of the helicopter.
(2) 
Any helicopter that is being used as a police or emergency vehicle may land where necessary in order to accomplish its purpose. Additionally, a helicopter which is being used temporarily for such purposes may be directed to land by the civil authorities of the city.
(3) 
On a case-by-case basis, the city council may approve the temporary creation of a heliport or helistop upon prior application and upon a written grant of permission specifying the terms of such temporary permission.
