The office of city attorney is hereby established. The head of the office shall be the city council, who shall be appointed by the city council and hold office at the pleasure of the city council [sic]. The city attorney shall receive such compensation as may be fixed by the city council and the city attorney shall not be an elected official.

The city attorney shall be a qualified attorney who is licensed to practice law in the state and who possesses three years of governmental experience.
