There is hereby created and established for the city an office
of economic development, which will be supervised by a director who
shall be approved by majority of the governing body and serve at the
pleasure of the governing body.

The office of economic development shall be composed of the
director and any other employees that the governing body may from
time to time so determine. The director shall perform those duties
delegated, assigned, or instructed by the mayor or city administrator.
The duties shall relate to economic development of the city relating
to business, development, investment, infrastructure, or other ancillary
matters that the governmental body seeks to have, locate, stay or
expand in or near the city, its extraterritorial jurisdiction or in
reasonable relation thereto. The director shall serve at the pleasure
of the governing body and is subject to removal by them. The director
may receive a salary to be fixed by the governing body. The director
shall report to the mayor and city administrator all work, plans,
agreements, negotiations, or other activities of the director on behalf
of the city as directed by them.
