The purpose of this article is to provide for the orderly, safe
and healthful development of the area within the city and within the
one-half (1/2) mile extraterritorial jurisdiction of the city and
to promote the health, safety, morals and general welfare of the community.
Accordingly, all property under the jurisdiction of the city and not
previously subdivided shall hereafter be laid out under these regulations
and under the general guidance of the city planning and zoning board
and approved by the city council, and no other subdivision will be
recognized by the city.
