In the construction and installation of all electrical wiring or apparatus within the city, the rules and requirements of the National Electrical Safety Code and the National Electrical Code, together with the special rules as herein set forth, or as they may be amended, shall be complied with, provided that the latest edition of said codes shall be the codes herein used.

For the purpose of this article, the following terms and words shall be interpreted as having the following meanings:
Electrical system.
All material, devices, or appliances located for the purpose of conducting or safeguarding electrical current.
Electrical wiring.
Electric wiring, devices, or material, construction and/or equipment.
Electrical work.
Any act in connection with the installing, altering, repairing or maintaining of an electrical installation designed or capable of carrying an electromotive force, which act ordinarily requires the use of tools.
Inspector.
Any person duly qualified and appointed in the manner as hereinafter provided for the purpose of enforcing the provisions of this article.
Maintenance electrician.
A person having four years’ experience at the trade who is employed within a given property or building by the person that is the owner of said building or property, or by one who [has] the possession, control, and custody of said property or building, to maintain the existing electrical system, including all fixtures and appurtenances contained in said building or property, in a safe manner.
Master electrician.
Any person who holds himself out to do electrical work or to contract to do any or all kinds of electrical work mentioned in this article; a person who himself or by the employment of qualified electricians and apprentices performs the work of installing wires, conduits, apparatus, fixtures, or other appliances for carrying or using electricity for light, heat or other purposes, whether he contracts to do work himself or through others.
Person.
Any natural person, copartnership, firm, or corporation.
Qualified electrician.
A person who works for or under the supervision or by the direction of a master electrician, doing the electrical work already contracted for by or under the supervision of a master electrician, and who has at least four years’ experience at the electrical trade.

All provisions of this article shall be effective and shall be applied to the entire area within the corporate limits of the city.

This article shall not be construed to relieve from or lessen the responsibility of any corporation, copartnership, association, individual or agent thereof installing, operating or controlling any electric wiring or electrical apparatus for damages to anyone injured thereby, or for full and faithful performance of the contract, nor shall the city be held as assuming any liability by reason of the inspection authorized herein or certificate or permit issued pursuant to the provisions of this article.

(a) 
It shall be unlawful for any person, firm or corporation to cut, move or attach to any wire, switch or other appliance belonging to or controlled by any public service corporation or municipal electric department, or cause the same to be done, unless such person, firm or corporation is in the employ of the public service corporation or municipal electric department so owning such wire, switch or other appliance.
(b) 
In case of an emergency such as fire, storm or fallen wires, any experienced or competent person may cut and remove, or cause to be cut and removed, any wire or wires or other appliance that may endanger the lives or safety of the public. Provided that, in this event, the person cutting or removing such wire shall promptly notify the public service corporation or municipal electric department to whom the wires belong.

The spirit and intent of this article is to protect the city and citizens of the city from the installation of workmanship and materials and devices that may endanger life and property, and therefore all installations shall be approved from the standpoint of good mechanical workmanship as well as good electrical workmanship.
