(a) 
The monthly charges as established by city council shall be made for the collection and disposal of garbage or trash by the city.
(b) 
Provided that, because of the extra cost of furnishing garbage collection outside the city limits, the minimum monthly charges for garbage collection outside the city limits shall be in the amount established by city council.
(c) 
The city secretary shall collect the above charges monthly either through the water and sewer departments or as a separate item or by any other practicable means of collection. In the event payment of such service shall not be made, then all utility services that are furnished by the city to the premises where such default occurs shall be discontinued under the same conditions and penalties as would be entailed by failure or refusal to pay for such other utility services, and the city secretary shall not accept payment for such other utility services (i.e., water and sewer) unless and until the charge for garbage is paid. Provided that, in the event of residential hardship cases of inability to pay the residential charge above provided, such inability shall be referred to the city council for appropriate disposition as the city council may direct.

(a) 
Prohibited acts.
(1) 
Use of privately owned containers by nonresident.
It is unlawful for any nonresident of the city to place or dump trash or garbage in a privately owned trashcan belonging to a resident of the city.
(2) 
Placing waste on street or public property.
It is hereafter declared illegal for any resident or nonresident to place garbage or trash or debris of any kind upon any city street, alley, or public lands within the city limits.
(3) 
Placing waste on property of another.
It is further declared illegal for any resident or nonresident to place trash or garbage or debris upon the property of another within the city limits.
(b) 
Penalty.
Any person or persons found guilty of violating any of the above-mentioned acts shall upon the first conviction be fined in accordance with section 1.01.009 of this code.

The recycling center operated by the city shall be open to the public between the hours of 8:00 a.m. and 12:00 p.m. on each Wednesday when city hall is open.

The city sanitary landfill shall be open to the general public Monday through Friday, excepting legal national, state and local holidays, between the hours of 8 a.m. to 5 p.m.

(a) 
The gate to the landfill shall remain locked at all times when unattended. No admittance shall be allowed unless the person(s) seeking admittance has legally acquired the proper permit at city hall.
(b) 
The charges established by city council will be collected at the sanitary landfill site by the person or operator responsible for the landfill site.
