The city council, at any regular or special meeting, shall when
needed, appoint a treasurer, a secretary, a city attorney, a city
engineer and such other officers and agents as the city council may
from time to time direct.

The city council shall have power from time to time to require
other and further duties of all appointed officers whose duties are
prescribed by law and fix their compensation. They may also require
bonds to be given to the said corporation by all such appointed officers
for the faithful performance of their duties. The city council shall
provide for filling vacancies in appointive offices not otherwise
provided by law. In all cases of vacancies, the same shall be filled
only for the unexpired term of employment. Any officer so appointed
shall be relieved of his duties prior to the period of his employment
for good cause.

Every person appointed to fill any of said offices shall, before
entering upon his duties of his office, take and subscribe the official
oath, and such additional oaths as is best calculated to secure faithfulness
in the performance of their duties by such officers, if required.

The treasurer shall give bond in favor of the city in such amount
and in such form as the city council may require, with sufficient
security to be approved by the city council, conditioned for the faithful
performance of his duties. He shall receive and securely keep all
moneys belonging to the city, and make all payments for the same upon
the order of the mayor, attested by the secretary under the seal of
the corporation. No order shall be paid unless the said order shall
show upon its face that the city council has directed its issuance,
and for what purpose. He shall render a full and correct statement
of his receipts and payments to the city council, at their first regular
meeting in every quarter and whensoever, at other times, he may be
required by them to do so. At the end of every half year he shall
cause to be published, at the expense of the city, a statement showing
the amount of receipts and expenditures for the six months next preceding,
and the general condition of the treasury. He shall do and perform
such other acts and duties as the city council may require. He shall
receive such compensation as the city council shall fix.

The city secretary shall attend every meeting of the city council,
and keep accurate minutes of the proceedings thereof in a book to
be provided for that purpose, and engross and enroll all laws, resolutions
and ordinances of the city council, keep the corporate seal, take
charge of and preserve and keep in order all the books, records, papers,
documents, and files of said council, countersign all commissions
issued to city officers, and licenses issued by the mayor, and keep
a record or register thereof, and make out all notices required under
any regulations or ordinance of the city. He shall draw all the warrants
on the treasurer and keep accurate account thereof in a book provided
for the purpose. He shall be the general accountant of the city. He
shall keep a register of bonds and bills issued by the city and all
evidence of debt due and payable to it, noting the particulars thereof
and all facts connected therewith, as they occur. He shall carefully
keep all contracts made by the city council. He shall receive for
his services such salary as the city council may fix.

The city attorney shall be the legal adviser of the city and
shall attend all meetings when requested. He shall prepare all legal
instruments and documents and do any and all things else deemed necessary
and proper in connection with his employment.

The city engineer shall be responsible for the preparation of
all maps, drawings, statistical data, surveys, elevations, drainage
and measurements as required by the city, and for inspection, development,
improvement and proper supervision of all public properties in the
city and other properties, if any, under the control of the city.
He shall attend all meetings of the city council when requested.
