All service stations and all buildings in the city which dispense
or store flammable liquids shall place all tanks used for storage
thereof underground, the top of which shall be of sufficient depth
below the surface of the ground to assure a reasonable degree of safety.

No person shall insert or remove a nozzle or hose dispensing
flammable liquids, nor transfer such liquids from one container to
another nor empty the container, unless he be either the owner, operator
or employee of the service station where such dispensing or transferring
occurs.

No person, firm, or corporation shall operate or maintain a
tank or other container used for storage of inflammable liquids maintained
on skids or similar type stand which is designed or used or intended
to be used as a portable tank or other container for dispensing flammable
liquids into fuel tanks of motor vehicles owned by the public.

In lieu of being held open by hand, an Underwriters Laboratory
approved automatic nozzle No. 1811 - H or O.P.W - 1 or subsequent
automatic nozzles approved for this purpose may be used to dispense
class 1 flammable liquids into the fuel tank of a vehicle. Such a
nozzle shall have the latch-open device as an integral part of the
assembly and shall shut off the liquids reliably and positively when
the gasoline tank is filled, when it falls from the filling neck of
an automobile tank, or when it is subject to rough usage such as dropping
or lack of proper lubrication, or when an automobile is driven away
while the nozzle is still in the tank.

No person, firm or corporation shall install any tank or other
container to be used for storage of flammable liquids inside buildings
except in compliance with the July, 1963 Pamphlet No. 30 of the NBFU.

Any person, firm or corporation who violates any provision of
this article shall, upon conviction, be fined in a sum of money not
to exceed $200.00.
