(a)
In accordance with V.T.C.A., Government Code, section 29.007, the city council desires to divide the municipal court into two (2) divisions, one of which shall be presided over by the presiding municipal judge, and the second division is to be presided over by an alternate judge who shall be a magistrate with the same powers as those conferred on the presiding judge. Each such division shall have and exercise concurrent jurisdiction with the other division of the municipal court. Such jurisdiction shall be the same as is now or hereafter conferred upon the municipal court by the general laws of this state, and such divisions shall be in concurrent and continuous session either day or night.
(b)
In accordance with V.T.C.A., Government Code, section 29.007, the city council desires that relief judges shall be appointed and shall sit for the regular judge of the municipal court or for the presiding judge or for any of the associate judges of such court, while such judge or judges, any or all, are unable to act for any reason. Such relief or temporary judge shall have all the powers and duties of the judge for whom he is sitting while so acting, and such temporary or relief judge shall possess the same qualifications required of the judge for whom he is sitting.
