All general, plumbing, electrical, and heating and air conditioning contractors having proper liability insurance coverage as stipulated by resolution of the city council shall not be required to furnish bonds covering their practice within the city.

It shall be unlawful for any person to install, connect, or be instrumental in assisting in the installation of any electrical service, gas service whether natural or otherwise, water service or sewer service to any house or premises within the territorial limits of the city, where any building has been moved onto, erected, constructed, renovated or added to in any way in violation of the zoning ordinances of the city then in effect.

In addition to compliance with the International Building Code, construction of all buildings and structures within the corporate limits of the city, and the property upon which they are located, shall comply with article 9.02 (Subdivisions), section 9.02.146 (Concrete sidewalks). This section shall apply to buildings and structures within subdivisions approved after February 11, 1963.

(a) 
The term “manufactured home” means a HUD-code manufactured home or a mobile home and collectively means and refers to both.
(b) 
It shall be unlawful to locate, relocate or move a manufactured home within the corporate limits of the city without a permit issued by the building inspector of the city as hereinafter prescribed authorizing such move and/or removal. However, it shall not be unlawful for any person who has registered with the state department of housing and community affairs and has been issued a certificate of registration as a manufactured housing installer to transport a manufactured home to the place where it is to be used by the consumer without a permit issued under this section.
(c) 
It is hereby prescribed that any person desiring to remove a manufactured home used as a residence and liable for taxation from the corporate limits of the city shall first secure a permit from the building inspector of the city. However, any person who has registered with the state department of housing and community affairs and has been issued a certificate of registration as a manufactured home installer and is transporting the manufactured home to the place where it is to be used by the consumer shall not need to first secure a moving permit from the building inspector of the city.
(d) 
The application for such a permit shall include the applicant’s name, whether the applicant has been issued a certificate of registration as a manufactured housing installer, whether the mobile home is being transported to be used by the consumer, where the manufactured home is presently located, and where it is contemplated the manufactured home will be located, or if the location is not known, or outside the corporate limits of the city, the application shall also state.
(e) 
No permit shall be issued if there are any unpaid ad valorem taxes, water, sewer or any other utility bills payable to the city.
(f) 
It shall be unlawful for any person to disconnect a manufactured home from any sewer or water system operated by the city utility department if there are any unpaid ad valorem taxes, water, sewer or other utility bills payable to the city.
(g) 
Approval of the city inspector shall be obtained on all disconnections to assure compliance with applicable plumbing, electrical and gas regulations and to insure health and safety standards.
(h) 
Violation by any person, individual, or corporation of the provisions of this section shall be punished as provided in section 1.01.009 of this Code of Ordinances. A violation of subsection (f) of this section shall be punished as provided in section 1.01.009 of this Code of Ordinances.
