For the purpose of regulating electrical system installation, construction, maintenance, and requirements applicable to this division, the city hereby adopts the National Electrical Code (NEC) 2017 edition.

The provisions of this division shall apply to all installations of electrical conductors, fittings, devices, signs, fixtures, motors, generators, starters, controls and raceways, hereinafter referred to as “electrical equipment,” within or on public and private buildings and premises, except that the provisions of this division shall not apply to:
(1) 
Installation in mines, ships, or railway cars, or to automotive equipment.
(2) 
Installations used by electricity supply agencies in the generation, transmission, or distribution of electricity, and located within or on buildings or premises used exclusively for that purpose by such an agency or on public thoroughfares; but the provisions of this division shall apply to installations and equipment used for light, heat, power, decoration, amusement, and for all other purposes located within or on such buildings or premises.
(3) 
Installations used by or for communication agencies in connection with the operation of signals or the transmission of intelligence, nor to the employees making said installations by or for such agencies; but the provisions of this division shall apply to installations for heat, decoration, amusement, elevators, ventilating equipment, and power not directly used in connection with and general lighting not attached to installations for communications, signals and the transmission of intelligence.
(4) 
The installation and equipment employed by a railway utility in the exercise of its functions as a utility and located outdoors or in buildings used exclusively for that purpose; but the provisions of this division shall apply to installations and equipment used for light, heat, power, decoration, amusement, and all other purposes located within or on such buildings or premises.
(5) 
The provisions of this division shall apply to all electrical equipment used for power supply to radio transmitting equipment, but shall not apply to special radio equipment used exclusively for radio transmission by persons or organizations licensed to operate by the Federal Communications Commission.
(6) 
The replacement of lamps, or the connection of portable electrical equipment to suitable permanently installed receptacles.
(7) 
The installation, alteration, or repair of electrical equipment for the operation of signals or the transmission of intelligence, or to installations of communication facilities by or for communication agencies.
(8) 
The installation, alteration or repair of electrical equipment installed by or for an electricity supply agency for the use of such agency in the generation, transmission, distribution or metering of electricity.
(9) 
Any work involved in the manufacturing or testing of electrical equipment or apparatus, except that this exemption shall not include any permanent wiring.

This division shall not be construed to affect the responsibility or liability of any party owning, operating, controlling, or installing any electrical equipment for damages to persons or property caused by any defect in such equipment or in the installation thereof; nor shall the city or any electrical inspector of the city be held as assuming any liability by reason of the inspection or reinspection authorized herein or the certificates of conformance or nonconformance issued as herein provided or by reason of the approval or disapproval of any equipment authorized herein.
