The city hereby offers a reward of two hundred fifty dollars ($250.00) for the arrest and conviction of any person found guilty of committing the crime of arson within the city. This reward is a standing offer, and shall be paid out of the general fund of the city.

It shall be unlawful for any person not a member of the fire department of the city, without the permission of the chief of said department, to get or climb upon any vehicle or any other apparatus under the control of the fire department.

(a) 
Levied.
There is hereby levied a fire protection fee for fire protection services in the amount set forth in the fee schedule in appendix A of this code for the purpose of defraying the cost of fire protection to the utility customers of the city.
(b) 
Billing and payment; disposition of funds.
The fire protection fee shall be billed to users or customers of utility services on the same statement that water and sewer services are billed and the users and customers shall not be permitted to make payment for either utilities separate or the fee herein. The city may refuse partial payment and all such bills must be paid in their entirety on the due date and the fee levied herein shall go into the general fund of the city.
(c) 
Failure to pay.
If any person shall fail or refuse to pay any charge specified in this section with ten (10) days after the due date, the city is hereby authorized to disconnect water services to the premises so charged for water or sanitation services.
