The provisions of Vernon’s Annotated Civil Statutes, articles 1086 through 1105b-z, so far as the same may apply in this city, are hereby adopted and incorporated herein by reference.

It shall be unlawful for any person to permit any waste water, grease, or greasy water to escape from any private premises into any street, alley or sidewalk of the city. It shall be unlawful for any operator or manager of any gasoline service station or garage and any employee, agent, or servant of any person owning or operating such garage or gasoline service station to permit any grease, greasy water or any water used in washing or cleaning any vehicle or machinery to escape from any private premises into any street, alley or sidewalk in the city. It shall also be unlawful for any person operating such garage or service station and for any employee, agent or servant of any such operator or owner of such garage or service station to wash any vehicle on any street, alley or sidewalk of the city.

It shall be unlawful for any person owning and having in his charge any air conditioner where water is used and allowed to be discharged from such air conditioner, to permit any of the runoff water from such air conditioner to run off into or upon the streets, alleys or sidewalks of the city. All air conditioners constructed or erected within the city shall be repaired or constructed and erected in such a manner as to turn all such waste or runoff water from such air conditioner upon private property or into the proper sewer system, and in such a manner as not to in any way violate any of the sewer or sanitary or health ordinances of the city.

All streets, alleys and sidewalks are declared open, and whoever shall willfully obstruct or injure, or cause to be obstructed or injured, [any street, alley or sidewalk] in any manner whatsoever, shall be fined as provided in section 1.01.009.

Contractors or other persons authorized to erect detour or barricade signs on streets before, during or after construction work shall, before erecting such detour or barricade signs, obtain the written permission of the traffic engineer to do so, who shall notify the chief of the fire department and the chief of the police department immediately upon granting such permission.
