All traffic-control devices including signs, signals and markings (pavement and/or curb) installed or used for the purpose of directing and controlling traffic within the city shall conform with the manual and specifications adopted by the state transportation commission as provided in V.T.C.A., Transportation Code, section 544.001. All signs, signals and markings erected or used by the city must conform to the manual and specifications adopted under V.T.C.A., Transportation Code, section 544.001. All existing traffic-control devices and those erected in the future by the city being consistent with the manual and specifications, state law and this section shall be official traffic-control devices.

The driver of any vehicle shall obey the instructions of any official traffic-control device applicable thereto, placed in accordance with the provisions of this chapter, unless otherwise directed by a traffic or police officer, subject to the exceptions granted the driver of an authorized emergency vehicle. No provision of this chapter for which official traffic-control devices are required shall be enforced against an alleged violation, if an official device is not in proper position and sufficiently legible to be seen by an observant person.

An inventory of all signs installed shall be maintained by the city. The inventory shall show the location of each sign, date of installation, and other pertinent information applicable to each sign. Future installations, removals, or maintenance of the traffic-control devices shall be entered in the inventory as they occur.

(a) 
No person shall place, maintain or display upon or in view of any street any unauthorized sign, signal, marking or device which purports to be or is an imitation of or resembles an official traffic-control device or railroad sign or signal, or which attempts to direct the movement of traffic, or which hides from view or interferes with the effectiveness of an official traffic-control device or any railroad sign or signal.
(b) 
No person shall place or maintain, nor shall any public authority permit, upon any street, any traffic sign or signal bearing thereon any commercial advertising.
(c) 
No person shall place or maintain a flashing light or flashing electric sign of any kind or color within one thousand (1,000) feet of any intersection unless a permit is granted by the state department of transportation and chief of police for such flashing light or electric sign.
(d) 
This section shall not be deemed to prohibit the erection upon private property adjacent to a street of signs giving useful directional information and of a type that cannot be mistaken for official signs.
(e) 
In addition to being a misdemeanor, every such prohibited sign, signal, light or marking is hereby declared to be a public nuisance.
(f) 
The provisions of section 11.06.010 of this chapter shall also apply to this section.

The city hereby designates certain streets as through. Those streets and parts of streets described in Schedule I, attached and made a part hereof, are hereby declared to be through streets for the purposes of this section. Whenever any ordinance modification of this city designates and describes a through street, it shall be the duty of the city to place and maintain a stop sign or, on the basis of an engineering and traffic investigation at any intersection, a yield sign, on each and every street intersecting such through street unless traffic at any such street is controlled at all times by traffic-control signals; provided, however, that at the intersection of two (2) such through streets, or at the intersection of a through street and heavily traveled street not so designated, stop signs shall be erected at the approaches of either or both of said streets as may be determined by the city upon the basis of an engineering and traffic study.

The city hereby designates certain intersections to be controlled by all-way stop signs. Those intersections described in Schedule II, attached and made a part hereof, are hereby declared to be all-way stop intersections for the purposes of this section. State warrants should be met.

The city hereby designates certain intersections where a particular hazard exists to be controlled by stop or yield signs.
(1) 
Those intersections described in Schedule III, attached and made a part hereof, are declared to be controlled by stop signs for the purposes of this section.
(2) 
Those intersections described in Schedule IV, attached and made a part hereof, are declared to be controlled by yield signs for the purposes of this section.

The city hereby designates school zones on certain streets. A maximum speed limit as shown in Schedule V during the days [when school is in session] within the zone is established. Those streets and zone boundaries described in Schedule V are declared to be school zones for the purposes of this section.

The city hereby designates certain intersections to be controlled by traffic signal lights. Those intersections described in Schedule VI, attached and made a part hereof, are hereby designated as signalized intersections for the purposes of this section.

The city manager is hereby authorized to designate and maintain, by appropriate devices, marks, or lines upon the surface of the roadway, crosswalks at intersections where in his opinion there is particular danger to pedestrians crossing the roadway, and at such other places as he may deem necessary.

The city manager is hereby authorized to mark traffic lanes upon the roadway of any street or highway where a regular alignment of traffic is necessary.
