(a) 
The minimum amount shall be sixty dollars ($60.00) if the applicant submits a letter of credit from another public utility service company. If no letter of credit is submitted, the minimum shall be one hundred dollars ($100.00). If a bad debt is owed or the account becomes delinquent the deposit will be increased to one hundred twenty dollars ($120.00).
(b) 
If the estimated charge for two (2) months’ use of water exceeds either of the above amounts, the deposit shall be one hundred twenty dollars ($120.00) or the charge for two (2) months of such estimated service, whichever is less.

Water tap fees shall be as set forth below:

That sewer rates per month to be charged and collected by the city from all customers obtaining service from such system are fixed as set forth in the following user charge system based on the average water consumption per user facility.
USER CHARGE SYSTEM
(1) 
The consumption per month for all users shall be the average water consumption per month for each user facility for the prior December, January and February period, unless the user provides information on actual sewer discharge. These charges are to be determined annually prior to October 1, and charges reflected on the statements that are mailed starting November 1, of each year and to be in effect until October 31, of the following year. Water consumption for users that are not entirely on a metered basis shall be estimated and charges based on the best information available including any metered water or sewage, frequency and patterns of discharge.
(2) 
Each user class shall be based on 5,000-gallon increments of water consumption as shown in the following table:

All accounts exceeding 50,000 gallons consumption shall be charged at the rate of $8.40 for each 5,000-gallon increment.
(4) 
Customers outside the city limits shall be charged pursuant to the appropriate user rate schedule as listed above, multiplied by one and one-half or as stipulated by prior agreements not inconsistent with EPA regulations.

(a) 
Definitions.
(1) 
Single-family units.
For the purpose of establishing minimum residential charges, each single-family unit, each unit of a duplex or a second detached family unit on a lot with another residence shall be considered a single-family unit and shall be charged as one minimum each.
(2) 
Multi-family complex.
Duplexes or dwellings served by a single account, from a single location designed or used for more than one single-family unit and mobile home parks.
(3) 
Commercial units.
Any building or location used as a business or retail endeavor.
(4) 
Senior citizen account.
A single-family residential unit with deposit and account in the name of a person who is head of household and at least sixty-five (65) years of age and registered with the city water office with proper identification to qualify for future billing.
(b) 
Minimum sanitation charges.
The minimum charges for sanitation service are as set forth below.
(1) 
Single-family unit.
Twice weekly service: $29.00 monthly.
(2) 
Multi-family complex.
(A) 
First two units when all units billed on single account, each unit: $29.00 monthly.
(B) 
Each additional unit on same account, each: $21.75 monthly.
(3) 
Commercial service.
(A) 
Per 3 cubic yard container per month for twice weekly service: $36.56 monthly.
(B) 
Per 3 cubic yard container per month for each additional day serviced: $22.83 monthly.
(4) 
Pre-existing rates.
Pre-existing (grandfathered) sanitation rates will be adjusted to the minimum rate of $21.08 per month.
(5) 
Existing special rate classes.
Customers in previous existing special rate classes will retain the minimum rate on a grandfather basis, subject to annual rate revision.
(c) 
Outside city limits, residential and commercial service.
Used 3 cubic yard containers will be provided depending upon availability.
(1) 
Per 3 cubic yard container per month for twice weekly service: $170.24 monthly.
(2) 
Per 3 cubic yard container per month for once weekly service: $85.11 monthly.
(3) 
Outside-city service is also subject to $4.00 per mile travel charge.
(d) 
Solid waste disposal rates.
(1) 
Type I and Type IV: $52.00 per ton or $22.50 per cubic yard if scales are not working.
(2) 
Minimum charge per load: $20.00 less than cubic yard (by size of container or vehicle).
(3) 
Current in-city utility residential account customers disposal fees will be waived for construction debris, demolition, rubbish, bushes/tree limbs, and separated ferrous metals generated inside the city limits. All material generated from commercial or business-related enterprises will be charged at $52.00 per ton generated inside or outside the city limits.

If not paid within fifteen (15) days of the billing date a six (6) percent penalty shall be added to the outstanding balance and all subsequent cumulative outstanding balances. In the event of discontinuance of service an additional sum of forty dollars ($40.00) shall be charged for reconnection to the system. Should removal or lock of meter be required to prevent water usage by the customer after disconnect, an additional fee of thirty dollars ($30.00) shall be charged for reconnection. Upon the existence of any evidence that any known or unknown person has engaged in conduct prohibited by section 12.02.032 (connecting or taking water illegally; interference with waterworks property), the owner of the account shall be required to pay an additional five hundred dollars ($500.00) reconnect fee.

The charge to have a meter tested is twenty dollars ($20.00). Testing of meters over one (1) inch in size will be at cost.

A charge, which shall be known as the “pro rata,” shall be made against each lot or tract of land and the owner thereof whose water and sewer line shall be connected with any water main or sanitary sewer main in the city, and the charge shall be at the following rates:
(1) 
Four dollars ($4.00) per front foot of the lot or tract of land to which water connections may be made.
(2) 
Three dollars ($3.00) per front foot of the lot or tract of land to which sanitary sewer connections may be made.

(a) 
Surcharges for excess water use during water rationing.
(1) 
Residential customers.
Residential water customers shall pay the following surcharges:
$5.00 for the first 1,000 gallons over allocation.
$6.00 for the second 1,000 gallons over allocation.
$7.00 for the third 1,000 gallons over allocation.
$8.00 for each additional 1,000 gallons over allocation.
Surcharges shall be cumulative.
(2) 
Master-metered multi-family residential customers.
Customers billed from a master meter shall pay the following monthly surcharges:
$5.00 for 1,000 gallons over allocation up through 1,000 gallons for each dwelling unit.
$6.00 thereafter, for each additional 1,000 gallons over allocation up through a second 1,000 gallons for each dwelling unit.
$7.00 thereafter, for each additional 1,000 gallons over allocation up through a third 1,000 gallons for each dwelling unit.
$8.00 thereafter for each additional 1,000 gallons over allocation.
Surcharges shall be cumulative.
(3) 
Commercial/institutional customers.
Nonresidential commercial customers shall pay the following surcharges:
(A) 
Customers whose allocation is 3,000 gallons through 10,000 gallons per month:
$5.00 per thousand gallons for the first 1,000 gallons over allocation.
$6.00 per thousand gallons for the second 1,000 gallons over allocation.
$7.00 per thousand gallons for the third 1,000 gallons over allocation.
$8.00 per thousand gallons for each additional 1,000 gallons over allocation.
(B) 
Customers whose allocation is 10,000 gallons per month or more: 1.5 times the block rate for each 1,000 gallons in excess of the allocation.
(C) 
The surcharges shall be cumulative. As used herein, “block rate” means the charge to the customer per 1,000 gallons at the regular water rate schedule at the level of the customer’s allocation.
(b) 
Reconnection charge when service discontinued for violations.
Services discontinued under section 12.06.011 shall be restored only upon payment of a reconnection charge of $200.00, and any other costs incurred by the city in discontinuing service.
