In order to promote the area and development of the City of Charleston, it is necessary that certain areas within the City be designated as industrial areas and that the use permitted in such industrial areas not be permitted in any other locations in the City limits of the City of Charleston.
For the purposes set forth above and for other purposes the City Council of the City of Charleston hereby establishes the following areas within the City of Charleston, Arkansas, as industrial areas:
A. 
Tract 1. Beginning at a point 200 feet South of the corner of State Highway 22 and Cannery Street; thence East 400 feet; thence South to the Missouri Pacific Railroad Right of Way; thence West along said Right of Way to Cannery Street; thence North along Cannery Street to the point of beginning.
B. 
Tract 2. Beginning at the Corner of Park Road and State Highway 22; thence West along said Highway Right of Way to the boundary of the Charleston City Park property; thence North along said Park property line to the South property line of the City Park; thence East to Park Road; thence South along the boundary of Park Road to the point of beginning.
C. 
Tract 3. Beginning at the Southeast corner of Logan Street and Falconer Street; thence 250 feet South along Logan Street; thence East 150 feet; thence North 250 feet; thence West 150 feet to the point of beginning.
D. 
Tract 4. Beginning at the intersection of the Missouri Pacific Railroad Right of Way and South Hancock Street; thence South along Hancock Street 400 feet; thence East to Moore Street; thence North along Moore Street to the Missouri Pacific Railroad Right of Way; thence West to the point of beginning.
E. 
Tract 5. Beginning at the intersection of the North Right of Way line of Highway 22 and the East Right of Way line of the Missouri Pacific Railroad; thence East along said Highway 22 Right of Way 475 feet; thence North 215 feet; thence West to the Missouri Pacific Railroad Right of Way; thence South to the point of beginning.
F. 
Tract 6. Beginning at the intersection of the East Right of Way of Highway 217 and the North Right of Way of the Missouri Pacific Railroad; thence North along Highway 217, 600 feet; thence East 2,000 feet; thence South to the Missouri Pacific Railroad Right of Way; thence West along the Missouri Pacific Railroad Right of Way to the Point of beginning.
G. 
Tract 7. Beginning at the intersection of the South Right of Way of Highway 22 and the East intersection of the Missouri Pacific Railroad Right of Way; thence East along Highway 22, 900 feet; thence South to the Missouri Pacific Railroad Right of Way; thence along the Missouri Pacific Railroad Right of Way in a Northwesterly direction to the point of beginning.
H. 
Tract 8. The Northwest Quarter of the Northeast Quarter of Section 14, Township 7 North, Range 29 West; and the Southwest Quarter of the Southeast Quarter of Section 11, Township 7 North, Range 29 West. LESS AND EXCEPT all that part of the Southwest Quarter of the Southeast Quarter of Section 11, Township 7 north, Range 29 West, lying north of the Missouri Pacific Railroad Right of Way. Said lands containing in the aggregate after said Exception 84.32 acres, more or less, and SUBJECT to al recorded restrictions, easements and rights-of-way, if any.
It is the purpose of this chapter to allow and authorize industrial activity within the areas defined above and to prohibit industrial development in all other areas within the City limits of the City of Charleston not specifically included in the above descriptions.
The City Council of the City of Charleston, Arkansas, reserves the right, power and authority to amend this chapter when determined necessary and in the best interest of the citizens of the City of Charleston and any person seeking change of this chapter shall petition the City Council in the same manner as other like matters may be petitioned.
It has been determined by the City Council of the City of Charleston, Arkansas, that containment of industrial development within the City of Charleston is necessary for the preservation of the peace, health, safety and welfare of the citizens of the City of Charleston and therefore an emergency is hereby declared and this chapter will take effect and be in force from and after its passage and publication.
