There shall be a Municipal Emergency Management Coordinator and Disaster Control Director having the functions, powers and duties prescribed by general law, executive order, ordinance or resolution. The Coordinator shall be appointed by the Township Manager and shall be compensated at such rate as may be determined by the Council.

A. 
When Willingboro Township provides or requires mandatory training for their employees, time spent outside the normal workday by nonexempt employees in training will be considered work time and is compensable. Willingboro Township also agrees to pay the cost of the training.
B. 
When Willingboro Township provides or requires mandatory training for exempt employees, that training is also considered work time but is not compensable separately from the employee's salary. Willingboro Township also agrees to pay the cost of the training.
C. 
When Willingboro Township requires an employee to pursue mandatory training from an outside vendor, Willingboro Township shall pay nonexempt employees for the time they spend training, and Willingboro will also pay the cost of the training.
A. 
If an employee pursues training in a truly voluntary fashion, the time spent in training does not count as work time and is not compensable.
B. 
If Willingboro Township agrees to pay some or all of the cost of training that an employee elects to pursue on a purely voluntary basis, the employee must agree to reimburse Willingboro Township for the cost of the training prorated over five years as follows:
(1) 
Within one year after completion: 100% of the total cost.
(2) 
After one year of completion: 80% of the total cost.
(3) 
After two years of completion: 60% of the total cost.
(4) 
After three years of completion: 40% of the total cost.
(5) 
After four years of completion: 20% of the total cost.
(6) 
After five years of completion: 0% of the total cost.
C. 
If the employee is terminated or resigns from their position, Willingboro Township reserves the right to deduct any outstanding costs of training from an employee's final wages without obtaining any additional written consent from the employee at the time of termination (not at an earlier date).
D. 
If the employee agrees to pay some or all of the cost of training that an employee elects to pursue on a purely voluntary basis, Willingboro Township will agree to reimburse the employee for the cost of the training prorated over the five years after completion of the course at 20% of the total cost per year during the first five years after completion.
E. 
Any reimbursement paid by Willingboro Township to the employee will be payable annually in pay period No. 26 in one lump sum less any taxes as may be required under federal and state law. If the employee is terminated or resigns from their position before the closing of pay period No. 26, Willingboro Township will have no obligation to reimburse the employee.
F. 
All training in pursuit of a certification or license must be approved by the department director and the Township Manager. All anticipated funds required to cover any training expense or anticipated reimbursement to an employee must be certified as available in the current budget, the cost is to be incurred or the reimbursement paid, and a formal agreement must be executed and retained in the employee's personnel file before enrolling in any course of study.
G. 
All courses of study must be taken at an accredited college or university or by an instructor or organization approved by the NJ Division of Local Government Services.
