All elections pertaining to municipal affairs shall be governed by the election laws of the state and federal governments.

All eligible and qualified persons may have their names printed upon the official ballot as independent candidates for the office of mayor, councilmember, or for other city official posts by filing their sworn applications with the mayor at least 30 days prior to the election date. The application shall state the specific office or place being sought by such applicant, and the applicant’s eligibility and qualification under the state law to become a candidate for and hold the office being sought.

Any person eligible for the office of mayor, councilmember, or other office, who has filed a sworn application in accordance with the provisions of this chapter, shall have his name printed on the official ballot. Any such person may cause such name to be withdrawn at any time before the official ballot is actually printed by filing, in writing with the city secretary, a request to that effect over such person’s signature and duly attested to by a notary public. No name so withdrawn shall be printed on the ballot.

(a) 
All elections of officials shall be held at the designated polling place between the hours of 7:00 a.m. and 7:00 p.m. If the number of voters in the last city general election was less than 400, only one voting place is permitted.
(b) 
Should the number of voters in a city general election in ensuing years exceed 400, the city council may designate two or more voting places.

It shall be the duty of the city secretary to notify all persons elected. All newly elected officials may enter upon their duties on the fifth day thereafter, Sundays excepted. If any such officer fails to qualify within 30 days after his election, such office shall be deemed vacant and a new election shall be held to fill the same.
