No person shall stand, sit or otherwise obstruct passage:
(1) 
In or on any private property, without the permission of the owner or person in lawful possession thereof, under such circumstances and in such manner as would be reasonably likely to disturb, annoy or frighten persons thereby.
(2) 
In or on any street, alley, sidewalk or other public property, in any manner.
(3) 
In or on any private property, in any manner, after having been directed or requested to leave by the owner or person in lawful possession thereof.
